A slow day in Juneau

Many legislators were out of town Thursday when the House held what's called a "technical session" with Majority Whip Alan Austerman, R-Kodiak, presiding. Also pictured is Rep. David Guttenberg, D-Fairbanks. Rep. Bob Buch, D-Anchorage, also showed up for the floor session although he's not in the photo.
Under the state Constitution, neither house may recess for more than three days unless the other agrees, so they hold technical sessions. No bills or resolutions can be introduced but committee reports and other communications can be transmitted.
Many legislators have headed to Washington, D.C., for an energy conference and others returned to their home districts.
