It’s time for villages to get their barge deliveries of winter fuel – a process that didn’t go so smoothly last year when an early freeze-up and, in one case, late paperwork prevented at least three communities from getting timely shipments.
Missing the barge can jack up fuel costs by forcing villages to ship heating oil and gasoline by air. The first reports of a food and fuel crunch in Emmonak began after the Lower Yukon village missed its barge because of early ice.
This year, the state’s keeping tabs on villages across Alaska to try and prevent missed barges or payment problems, said Scott Ruby, deputy director of the Division of Community and Regional Affairs.

Lately, low water has threatened shipments to half a dozen villages. On the Kuskokwim, for example, McGrath and nearby Takotna will almost certainly miss their barge.
“They need about 3 to 3.5 more feet in the river," Ruby said.
McGrath is far enough up river that shipping by barge is more expensive than in coastal communities, meaning flying in fuel might not raise prices as much as other villages, he said.
Emmonak’s already received about 90 percent of its fuel, Ruby said.
Kwethluk, which missed a shipment last year because the village corporation filed late loan paperwork, was headed for a similar fate this year but the corporation has agreed to get a loan from the state if the bank loan isn’t finished in time, he said. The village needs about $561,000 in fuel, according to the division.
