This is a new blog dedicated to the general topic of crime and crime prevention in Alaska. We are starting by posting the Alaska State Troopers' daily logs, our own crime-related stories and other relevant items as we come across them. The Daily News encourages community engagement and discussion of issues of crime and criminal justice. Comments are not edited and will be posted immediately. We know that stories about crime often provoke strong reactions, but we insist that you keep your comments on point, use good taste and show courtesy toward other writers. An 82-year-old Fairbanks man has been charged with sexually molesting a minor and arrested while getting medical care at a Seattle hospital, said troopers, who are working to have him extradited to Alaska. Dispatch is below.

Case Number: 08-49614

Type: Fail to Register as a Sex Offender in the 2nd Degree.

Text: John Chester White, age 35 of Juneau was sentenced to 35 days in
jail for being out of compliance with his sex offender requirements. If
White is found out of compliance again, he could be charged with a
felony. White has two prior convictions for attempted sexual assault in
the 2nd degree.

Location: Freshwater Bay

Case number: 08-92152

Type: Criminal Mischief

Text: On 11/6/08, AST received a report of a cabin being vandalized in
the area of Wachusett Cove, near Freshwater Bay. Investigation revealed
that between 9/1/08-11/3/08, person(s) unknown had damaged the front
door and the wood and propane stoves inside the cabin. Estimated damage
is $2,500.00. Anyone with information about this case is asked to
contact the Alaska State Troopers at 465-4000.

Type: Failure to Register as a Sex Offender

Text: On 11/6/08, at 0830 hours, Jamie Daniels, age 35 of Angoon, was
charged with Failing to Register as a Sex Offender in the Second Degree.
Daniels had failed to file his annual registration. Case is being
forwarded to the District Attorneys Office for prosecution.

Case Number: 08-24589

Type: Sex Offender Compliance, Probation Revocation.

Text: Erik B. Jacobsen, age 39 of Juneau was sentenced to serve 24
months in jail after his felony probation was revoked. In addition he
was sentenced to 12 months in jail with 10 months suspended and placed
on unsupervised probation for 4 years for being out of compliance with
his sex offender requirements. Jacobsen was previously convicted of
Sexual Abuse of a Minor in the 2nd degree in 2000. He was most recently
arrested by Troopers in May of 2008 on an outstanding warrant for
probation violations. Jacobsen was located kayaking south of Juneau near
Endicott Arm after Troopers received information that he was attempting
to flee the state. If Jacobsen is found to be out of compliance again,
he could be charged with a felony.

Type: Warrant Arrest
Text: On 11/6/2008, approx. 0410 hours, Alaska State Troopers responded
to a residence off Waldal Drive in Wasilla for a report of a
disturbance. Troopers contacted Adam J. Avakumoff, age 26 of Wasilla.
Investigation revealed that Avakumoff had one outstanding arrest warrant
in the amount of $500.00 for Failure to Appear on the original charge of
Assault in the Fourth Degree. Avakumoff was arrested on scene without
incident and remanded to MSPT where he was held on the warrant, which
also required a court appointed third party custodian.

Location: Wasilla
Case number: 08-92275
Type: MVC-I
Text: On 11/6/08 at approximately 1449 hours, Alaska State Troopers
responded to a two vehicle collision on Bogard Road near Tait Drive.
Investigation revealed that a 2000 Ford Taurus driven by Donna
Buckwalter, 42 of Wasilla, was northbound on Bogard Road when it crossed
the centerline and struck a 2004 Chevrolet Trailblazer driven by Darroll
Hargraves, 67 of Wasilla, which was southbound on Bogard Road. Both
occupants were wearing safety belts, but were transported to MSRMC for
serious injuries. Both vehicles were estimated to be total losses. The
investigation is continuing.

Type: Death Investigation - Natural Causes

Text: On 11/06/08 at approximately 0834 hours, Alaska State Troopers
received a report of a deceased person at an assisted living home on E.
Porcupine Trail near Wasilla. Investigation revealed Nancy Reese age 71,
of Wasilla, passed away due to natural causes. Comfort One is on file.
The State Medical Examiner's Office was contacted and released the body.
No foul play was suspected. Next of kin have been notified.

Type: Violation of Conditions of Release
Text: On 11-06-2008 at approximately 0410 hours the Old Harbor VPSO was
contacted about a disturbance at a residence located on Hill Street.
After investigation a 21 year female, Jonyssa Ignatin, of Old Harbor was
arrested by the VPSO for a violation of her terms and conditions of
release from a previous case. Ignatin was transported to Kodiak and
remanded at the Kodiak jail.

Text: On Wednesday, 11-5-08, at about 2206 hours, Alaska State Troopers
contacted 21 YOA Richard I. Rastopsoff of Kodiak at a Thurston Lane
residence. Rastopsoff was arrested on two outstanding warrants for
failure to report to jail. Rastopsoff was remanded at the Kodiak Jail
without incident.

Text: On 11-5-08 at 1410 hours, it was reported to the Alaska State
Troopers, Aniak Post that Josephine Deacon (62 years old) of Grayling
had died of natural causes. The body was released to the family by the
Medical Examiners office.

Text: On 11/5/08, at 1000 hours Alaska State Troopers contacted Anthony
J. Wasky, 21 of Pitka's Point. Wasky was arrested on an outstanding
warrant for Failure to Appear. Wasky was transported to Bethel and
remanded at the Yukon Kuskokwim Corrrectional Center. Bail was set at
$1000.00 and a CATPC.

Type: Welfare Check/Overdue Snow machine

Text: On 11/5/08 at approximately 2000 hours Bethel AST was notified
that Elena Simon, 57 YOA of Tuntutuliak, reported that her husband
Ronald Simon, 55 YOA of Tuntutuliak, had not returned to Tuntutuliak
after a possible snow machine trip to Bethel. At approximately 2125
hours Elena reported that Ronald returned to Tuntutuliak after going to
Kongiganak to help a friend.

Text: On 11/05/2008, at 0146 hours, Alaska State Troopers investigated a
report of a disturbance at the 12 Mile Roadhouse Bar. Rebecca Funk, 25,
of Fairbanks, was arrested for Driving Under the Influence. Dacota
Parduhn, 27, of North Pole, was arrested for Disorderly Conduct. Both
transported to FCC w/out incident.

Type: MICS 6th, MCA

Text: On 11-6-08 at approximately 1030 hours, AST responded to the Delta
High School for a report of a student that was possibly under the
influence of alcohol. AST contacted Tommie Tebbits 18, of Delta
Junction who was under the influence of alcohol. Tebbits was also found
to be in possession of a small amount of marijuana. Tebbits was issued
summons for misconduct involving controlled substances in the sixth
degree and minor consuming alcohol. Tebbits was suspended from school
and school grounds at the time. He was released to his parent with a
future court date.

Type: Burglary II (DV); Theft IV

Text: On 11-05-2008, at 1200 hours, Evan Max Bitterich, age 18 of
Nikiski, was arrested by Alaska State Troopers for Burglary II (DV) and
Theft IV after investigation revealed he entered a residence and stole
an undisclosed amount of alcohol. Bitterich was remanded at Wildwood
Pretrial Facility without bail.

Location: Girdwood

Case Number: 08-91951

Type: Motor vehicle crash, injury

Text: On 11/05/08, at 1143 hours, a Trooper from Girdwood responded to
a motor vehicle crash injures near mile 110.5 of the Seward Highway.
This section of the Seward Highway is within the Seward Highway Traffic
Safety Corridor. The crash investigation determined Edward A.
Vandenhoogen was operating an early 2000s pickup truck traveling
southbound towards Girdwood. The vehicle lost traction on the icy
pavement and went off the northbound side of the highway. The vehicle
rolled once and came to rest on its wheels. Anchorage Fire/EMS
transported Vandengoogen to an Anchorage area hospital for minor
injuries. The vehicle was a total loss and was towed from the scene.

Type: MICS IV, DUI
Text: On 11-2-08, at approximately 2139 hours, a Trooper from Girdwood
responded to a REDDI vehicle swerving on the roadway at mile 84 of the
Seward Highway. An investigation revealed Aron William Haddeland, age
31 of Seward, was driving a 1997 Chevy Pickup while under the influence
of an intoxicating substance. Haddeland was also found to be in
possession of a synthetic narcotic. Haddeland was arrested for DUI -
Drugs, and Misconduct Involving a Controlled Substance 4th Degree.
Haddeland was later remanded to the Anchorage jail with a bail of
$1500.00.

AK Wildlife Troopers

Type: Hunting in Closed Area
Text: On 11/03/08 at 0700 hours, Petersburg Alaska Wildlife Troopers
issued a Summons to Joel Michael Randrup, 42 yoa of Petersburg, for
Hunting in a Closed Area. An investigation by Troopers revealed Randrup
had killed a deer with a Bow and Arrow on 11/03/08 outside of the
Petersburg Management Area, which is an area closed to Deer Hunting. The
deer was seized and given to charity.

AK Bureau of Alcohol & Drug Enforcement

Location: Selawik

Case number: 08-92053

Type: License or Permit Required, Possession of Ingredients for Homebrew

Text: On 11-05-08 at approximately 1145 hours, Investigators with the
Western Alaska Alcohol and Narcotics Team from Kotzebue and Nome flew in
a state aircraft to the village of Selawik, to serve a search warrant on
the residence of Richard Mashburn, age 52, and Lydia Mashburn, age 51,
both of Selawik. The search revealed 19.5 gallons of "homebrew"
alcohol. Also located during the search was 365 pounds of sugar, 20
pounds of yeast, 19 cans of fruit, and several other precursor items
used for the manufacturing of homebrew, all of which was seized. Charges
of License or Permit Required x 2, and Possession of Ingredients for
Homebrew will be forwarded to the District Attorney for prosecution
against parties.

AK Bureau of Investigation

Location: Fairbanks
Case number: 08-89641
Type: Sexual Abuse of Minor II
Text: On 10/28/08, the Alaska Bureau of Investigation's (ABI) Child
Abuse Investigation Unit learned of allegations that Frederick Boyce,
age 82, of Fairbanks, had sexually abused a minor on multiple occasions
over the past year. Subsequent investigation corroborated the
allegations and a warrant in the amount of $50,000 was issued for
Boyce's arrest. During the course of the investigation, ABI also
learned that Boyce was receiving medical care in Washington State.
Boyce was located by Seattle Police Department and arrested on 11/5/08
on the charges. Efforts are underway to extradite him to Alaska and the
investigation is continuing.
