This is a new blog dedicated to the general topic of crime and crime prevention in Alaska. We are starting by posting the Alaska State Troopers' daily logs, our own crime-related stories and other relevant items as we come across them. The Daily News encourages community engagement and discussion of issues of crime and criminal justice. Comments are not edited and will be posted immediately. We know that stories about crime often provoke strong reactions, but we insist that you keep your comments on point, use good taste and show courtesy toward other writers. A fishing vessel captain is facing assault charges in Port Heiden after he allegedly became "irate," pulled out a rifle and fired into the air because another fisherman was fishing in the same area. See the dispatch below.

Type: Warrant Arrest / MCA

Text: On 10-20-08 at approximately 1745 hours, AST responded to an
anonymous tip that Hector McConkey, 20yoa of Copper Center was at a
residence near mile 110 Richardson Hwy. McConkey was wanted on a $250
warrant for failing to attend alcohol classes. When McConkey was
contacted, he was under the influenced of alcohol and refused to
cooperate with the investigation. McConkey was arrested for MCA and the
outstanding warrant. McConkey was transported to the Glennallen Jail.

Case number: 08-87932

Type: Warrant Arrest

Text: On 10-21-08, at approximately 1240 hours, Alaska State Troopers
made contact with Lorie M. Lottier, age 36, of Wasilla, at a residence
on Paige Circle in Wasilla. Investigation revealed that Lottier had a
warrant for her arrest for failure to appear on the original charge of
No Valid Operators License. Lottier was arrested, transported and
remanded to Mat-Su Pretrial where she was held on $100.00 bail.

Text: On 10/20/08 at approximately 1345 hours David Evon, 64 YOA of
Bethel, was arrested with a bench warrant for failure to appear for
arraignment on 10/16/08. David Evon was already in custody at YKCC in
Bethel on other charges.

Type: Assault 3rd
Text: On 10-08-08 the Alaska State Troopers in King Salmon received a
report of an assault that had occurred near the Bear River in the
Bristol Bay. Arseny Polushkin, age 22 of Homer reported that while he
was commercial fishing in the Bristol Bay, he and the captain of another
boat tried fishing the same waters. The captain of the other boat became
irrate and pulled out a rifle. The captain fired the rifle into the air
one time. Investigation continues to determine who the captain was that
fired off the rifle.

Text: On 10-21-08, at 1210 hours, the Alaska State Troopers received a
report of a theft in Diomede. Investigation shows a rifle, valued at
approximately $300.00, was stolen. Investigation continues.

Case number: 08-86692
Type: Disorderly Conduct / Resisting Arrest
Text: At approximately 0130 hrs. on 10-16-08, Fred Philemonoff of Akutan
was arrested by the local VPSO for Disorderly Conduct and Resisting
Arrest. Philemonoff had previously been contacted earlier that same
night, while under the influence of alcoholic beverage, for creating a
disturbance with a neighbor residing in the same apartment building.
Prompted to return due to the reoccurrence of similar behavior,
Philemonoff was placed under arrest, resisting in the process.
Philemonoff was confined at the Akutan Department of Public Safety
holding facility, pending arraignment. A separate charge of Violation
of Conditions of Release is being forwarded to the Anchorage Office of
the District Attorney for review and disposition.

Text: On 10/9/08, Unalakleet AST received a report of an assault on a
teacher in Stebbins, by a student. VPO's took the initial report. AST
and the VPSO are completing the investigation. The teacher did not
require medical attention.

Case number: 08-87503

Type: DUI

Text: On 10/19/08 at approximately 1645 hours AST received a call of a
reckless driver traveling south on the Parks Hwy. around milepost 309.
AST conducted a traffic stop on a blue 1998 Ford van at Mile Post 312
for crossing left of center. The driver of the van was identified as
Michael Edward Simon, 18 YOA of Fairbanks. Further investigation
indicated that Simon was intoxicated from consuming alcohol prior to
driving. Simon was arrested and charged with DUI, No Insurance, NVOL,
and MICs 6th. During this stop, AST contacted passengers Todd Wayne
Butler, 30 YOA of Fairbanks and Doreen L. Nikolai, 33 YOA of Fairbanks
and Janice S. Smith, 36 YOA of Fairbanks. Smith was discovered to be
on Conditions of Release. The Conditions stated that Smith was not to
consume alcohol. Smith was arrested for violation of Conditions of
Release. Both Butler and Nikolai were arrested for Disorderly Conduct
and transported to Fairbanks Correctional Center. The marijuana and
marijuana paraphernalia was seized by AST. The driver and all
passengers received a UTC for No Seat Belt and Possessing an Open
Container of Alcohol within a Motor Vehicle. Simon received an
additional UTC for Crossing left of Center.

Type: Violating Conditions of Release

Text: On 10/21/08 at approximately 0321 hours AST received a call from
someone who reported Lasha Aaryn Whitmore, 30 YOA, of Nenana was
Violating her Conditions of Release. The caller stated that she was in
contact with someone who the courts directed her not to be in contact
with. AST responded and contacted Whitmore at 0525 hours and found her
to be in violation with Conditions of Release that was set by the court.
Whitmore was arrested and charged with VCR and transported to Fairbanks
Correctional Center and held without bail.

Location: Delta Junction

Case number: 08-87839

Type: MVC-D with moose

Text: On 10-21-08 at approximately 0755 hours, AST responded to a motor
vehicle collision with a moose located near mile 1395 of the Alaska
Highway. AST investigation determined Carolyn A. Apolo 47, of Delta
Junction was eastbound driving a 2001 Ford pickup when she encountered a
cow and calf moose in the roadway. Apolo was unable to avoid the moose
which were struck and killed. No injuries were reported. The vehicle
had heavy front end damage and was towed from the scene. The moose were
salvaged by a local charity.

Text: On 10-21-08 Troy Turner was arrested at the Fairbanks Department
of Motor Vehicle on a $150 warrant for a Probation Violation. Turner was
transported to the Fairbanks Correctional Center where he was remanded.

Type: Assault in the fourth degree

Text: On 10-20-08 at 1830 hours, Alaska State Troopers received a report
from the village of Beaver that Benjamin Henry had been involved in a
domestic disturbance. Benjamin Henry was arrested and transported back
to Fairbanks Correctional Center, where he was remanded to Fairbanks
Correctional Center for assault.

Type: DWLR, False Information, Warrant Arrest

Text: On 10-20-08 at 1155 hours, Alaska State Troopers conducted a
traffic stop on a 2004 Chevrolet Impala at Mile 27 Kenai Spur Highway.
Investigation revealed the driver, Jordan Wik age 45 of Nikiski, was
driving with a Revoked Operator's License, and gave a false name to hide
his identity. Investigation also revealed there was an outstanding no
bail AST warrant. Wik was remanded to Wildwood Pretrial Correctional
Center.

Location: Kasilof

Case number: 08-87906

Type: Death Investigation

Text: On 10-21-08 at 1145 hours, Alaska State Troopers received a report
of a death at a residence on Katie Street in Kasilof. Investigation
revealed that Paul Albert Goodwin, age 66 of Kasilof, passed away at his
residence from natural causes. Next of kin was notified by Troopers. No
foul play is suspected and the State Medical Examiner released Paul to
the family. Peninsula Memorial Chapel responded and took control of
Paul's body.

Type: Take a cow moose in the Fairbanks Management Area with the use of
a firearm
Text: On 10/01/08, Iran D. Smith, 34 YOA, of Eilson AFB, was cited by
the Alaska Wildlife Troopers in Fairbanks for taking a cow moose in the
Fairbanks Management Area with the use of a firearm and for taking a
moose without the proper permit. Smith's arraignment was scheduled for
10/24/08, in the Fairbanks District Court.

AK Bureau of Alcohol & Drug Enforcement

Location: Anchorage
Case number: 08-86826
Type: MICS 4
Text: On 10-16-08, Alaska State Trooper Investigators with the Alaska
Bureau of Alcohol and Drug Enforcement contacted Josephine Nook at the
Ted Stevens Anchorage International Airport as she waited to depart for
the village of Lower Kalskag. Investigation determined that Nook, 25,
was in possession of one pound of marijuana which she admitted was to be
sold. Nook was arrested and transported to the Anchorage Jail where she
was remanded for Misconduct Involving a Controlled Substance in the 4th
Degree. A charge of Misconduct Involving a Controlled Substance in the
4th Degree will be forwarded to the district attorney's office for
review on Nook's boyfriend who admitted his involvement in the drug
smuggling and attempted sale.
