This is a new blog dedicated to the general topic of crime and crime prevention in Alaska. We are starting by posting the Alaska State Troopers' daily logs, our own crime-related stories and other relevant items as we come across them. The Daily News encourages community engagement and discussion of issues of crime and criminal justice. Comments are not edited and will be posted immediately. A mother in Newhalen who allowed her 13-year-old daughter to drive a car without a license is facing a charge of allowing an unauthorized person to drive. See the dispatch below.

Type: Death-natural

Text: At 1622 hours, on 10-16-08, Henry Howard, age 34, of Angoon,
Alaska died do to natural causes. He was at his parent's house in
Angoon at the time of death. Next of kin along with a Physician's
assistant were with Howard at the time of death.

Location: Willow
Case number: 08-86675

Type: Motor Vehicle Collision- Moose

Text: On 10-16-08 at approximately 0013 hours, Troopers responded to
mile 78.5 of the Parks Highway for a motor vehicle collision with a
moose. Investigation revealed that Jacob Covey, age 35 of Willow, was
northbound on the Parks Highway in his 2008 Chevy Silverado. A moose
ran into the roadway and Covey was unable to avoid it. Covey's vehicle
struck the moose. Damage to the vehicle is estimated at $10,000. Covey
was wearing a seat belt and was not injured. The moose was donated to a
local charity.

Location: Talkeetna
Case number: 08-86534
Type: Motor Vehicle Crash - Damage
Text: On 10/15/08 at approximately 1451 hours, Talkeetna AST responded
to a single motor vehicle crash at Mile 106 Parks Highway. Subsequent
investigation revealed that Thomas Lee, 53 of Big Lake, was traveling
northbound in his 2005 Ford F-350 when he lost control of the vehicle on
the slushy / icy roadway. Lee's truck drove off of the highway and
rolled one time coming to rest on it's left side facing southbound. Lee
was the sole occupant of the truck and was wearing his seatbelt and did
not suffer any injury. Lee's truck sustained approximately $6,000.00
damage. Lee was not cited for the crash and his truck was towed from
the scene.

Case number: 08-86782

Type: MVC-I

Text: On 10-16-08 at approximately 1224 hours, AST responded to a single
MVC on John Henry Circle near France Road. Investigation revealed
Raymond Lewis Jr., age 18 of Palmer, was traveling W/B on John Henry
Circle, in a red 1998 Ford Expedition, when he lost control and rolled
his vehicle. Lewis had minor injuries. Lewis reported he was wearing his
seatbelt. The vehicle was totaled. Lewis was cited for Basic Speed.

Text: On 10/11/08, at approximately 1033 hours, AST received a report of
a possible sexual assault of a sixteen year old female which was

Text: On Thursday, October 16, 2008, the Alaska State Troopers in St.
Mary's arrested Michael Beans, 19 yoa of St. Mary's on an arrest warrant
for Criminal Mischief III and Making a False Report that was the result
of an investigation in to the vandalism of the playground facilities at
the refurbished Elicarvicuar Elementary School in St. Mary's on
September 27, 2008.

Type: Allowing an Unauthorized Person to Drive

Text: On 10-08-08 at approximately 1900 hours, Alaska State Troopers
received a report that a 13 year old female was driving without a
driver's license. The parent, a 35 year old female, was contacted and
stated she had given permission for her daughter to drive the car.
Charges are being referred to the Dillingham District Attorney for
Allowing an Unauthorized person to Drive.

Type: Theft

Text: On 10-10-08 at approximately 1530 hours, Alaska State Troopers
received a report from Nicolas Pierskalla, age 54 of Wasilla, that a
former employee may have removed a chainsaw and two rifles from the
lodge on the Mulchatna River. Alaska State Troopers are continuing to
investigate the incident.

Text: On 10-16-08, Peter G. Ulak 30 yoa of Hooper Bay was arrested on a
$1,000.00 in Bethel for violating his conditions of release by leaving
his third party custodian in Hooper Bay. Ulak was lodged and booked into
jail at YKCC pending his bail.

Text: On October 15, 2008, at about 1710 hours, Alaska State Troopers
received a citizen reported DUI. Investigation revealed that Briana M.
Wade, 27 of Fairbanks, was driving under the influence of alcohol. Wade
was arrested for DUI and remanded to FCC without incident.

Text: On 10/15/08 at 2341 hrs, AST patrol observed a vehicle traveling
at a high rate of speed (63mph - 50 mph zone). A traffic stop resulted
in the arrest of the driver, Christopher T.W. WHITWELL, age 23, of
Fairbanks for D.U.I. Additional investigation resulted in citations
issued for, Speeding, Open Container, Expired Registration and No Proof
of Insurance

Type: Theft

Text: On 10-16-08 at approximately 1145 hours, AST received a report
from a Delta resident regarding the theft of fuel from a residential
fuel tank. Investigation determined the theft occurred within the last
two days and approximately 475 gallons of heating oil were stolen.
Value of the fuel is estimated at $1781.00. AST is investigating the
case.

Type: MICS II, III, IV x 2

Text: On 10/15/08 at approximately 1450 hours, a Cooper Landing based
State Trooper conducted a traffic stop on a vehicle at 40 mile of the
Sterling Hwy for a traffic violation. The passenger, Bobby Smith Jr., 20
yoa of Anchor Point, was subsequently arrested for Misconduct Involving
a Controlled Substance in the II, III, and IV x 2 after Troopers located
Controlled Substances in his possession. Smith Jr. was transported and
remanded at the Seward Jail without incident. Bail amount is pending
arraignment on 10/16/08.

Text: On 10/15/08 at approximately 1450 hours, a Cooper Landing based
State Trooper conducted a traffic stop on a vehicle at 40 mile of the
Sterling Hwy for a traffic violation. The driver, Daniel Gentry, 22 yoa
of Soldotna, was subsequently arrested for an outstanding arrested
warrant on the original charge of driving without insurance. Gentry was
transported to the Seward City Jail and remanded without bail.

Text: On 10/15/08, Giovanni Nevoloso, 58 years of age, from Seaside, CA,
pled no contest to Intentionally Grounding a Commercial Drift Gillnet.
The Naknek Court found Nevoloso guilty and fined him $3,000.00 with
$1,500.00 suspended and probation for one year with the condition to
have no commercial fishing violations during the one year probation.

Type: Fail to Salvage Moose & Antlers Before Meat.
Text: On 10/15/08, David L. Ogle, 51 years of age, from the Okanogan,
WA, pled no contest to both failing to salvage all the edible meat of a
bull moose he killed and to taking the moose's antlers measuring 68 =BD
inches before taking all the edible meat of the moose he killed. The
Naknek Court found Ogle guilty and fined him $2,000.00 and the antlers
were ordered to be forfeited to the State of Alaska.

Type: Take Moose Closed Season, Unlawful Acts by Transporter
Text: On 9/18/08 at 1300 hours, AWT Troopers in Tok were contacted by a
motorist who reported that he was watching a group of hunters using a
riverboat, in the process of stalking a bull Moose on an island in the
Tanana River. While on the phone with the Trooper the caller reported
the hunters had just shot the animal.=A0 Moose season in this area of
Unit 12 closes on September 17th.=A0 AWT responded to the area in a
state aircraft and contacted the hunters as they were butchering the
moose.=A0Investigation indicates that the shooter, ID'd as Waylon
Janousek, 33 yoa, of Great Falls, Montana, was in the process of being
transported from the field by Joshua B. Hughes, 27 yoa of Gakona , a
licensed big game transporter. Janousek was issued a summons for Taking
Game during a Closed Season.=A0The 52" Moose and Janousek's .338 Rifle
were seized.=A0Hughes was issued a summons for Unlawful Act's by a Big
Game Transporter. Arraignment for both is set for October 22 in Tok
District Court.

Type: Assist in Taking Sub-Legal Sheep

Text: On 10-14-08, 43 year old John Mackie of Soldotna pled Guilty to
one count of assisting in the take of a sub-legal Dall Sheep. Mackie was
fine $2,000 with $1,000 suspended, placed on probation for one year, and
was ordered to forfeit the sheep horns.

Case Number: 08-08-86814
Type: Take Moose w/o Permit and Unlawful Transfer of Permit
Text: On 10/11/08 Alaska Wildlife Troopers received a complaint that
someone may have shot a moose while standing on Saw Mill Creek Road in
Delta. AWT responded and determined that the hunter did not shoot from
the road but did summons Bruce W. Meston, 48 YOA, of North Pole, for
allegedly shooting a cow moose without the appropriate drawing permit.
In addition Marc A. Meston, 25 YOA, of North Pole was cited for
transferring a non-transferable drawing permit to another hunter. Both
were summonsed into the Delta Junction District Court, arraignment is
set for 11/12/08.

Text: On 10/15/08, at 1230 hours, Alaska Wildlife Troopers contacted
Teresa Matranga, age 28, of Soldotna near mile 1408 of the Alaska
Highway. An investigation revealed that Matranga had shot a cow moose,
but failed to validate her drawing permit. The bail was set at $150.00

Type: False Statement on Fishing/ Hunting/ Trapping License
Text: On 10/14/2008, Alaska Wildlife Troopers in Fairbanks contacted
Janet Hawk, age 32, of North Pole and Caleb Hendryx, age 26, of North
Pole, after an investigation into false claims of residences. Both
claimed to be residence of Alaska and purchased a residence
fishing/hunting/trapping license. The investigation revealed that both
had only lived in Alaska 10 months at the time of the purchase. Bail
was set at $300 each.

Case Number: 08-86250

Type: Take Cow Moose During a Closed Season

Text: On September 30, 2008 the Alaska Wildlife Trooper in Galena
received an anonymous report that someone had shot a cow moose near
Galena. Investigation indicated that Victor Marshall, 45yoa of Galena
had taken a female moose and reported no harvest on his RM834 permit
report. On October 16, 2008 Troopers served a search warrant at the
Marshall residence and business to seize evidence of the crimes. Meat, a
rifle and several other items were seized. Victor Marshall was issued
citations and is charged with taking a cow moose during a closed season
and falsification of a permit report. The meat will be donated to needy
residents of Galena.
