Gov. Sarah Palin today signed legislation granting a $1,200 "resource rebate" to Alaskans.
On Wednesday she'll put pen to paper again on House Bill 3001, which grants an exclusive state natural gas pipeline license to Calgary-based TransCanada Corp.
The TransCanada and rebate bills were the major products of two 30-day special legislative sessions this summer.
Lawmakers passed HB 3001 after weeks of arduous hearings, some held outside of Juneau in such far-flung places as Barrow.
Wednesday’s signing will have a labor theme, as Palin will ink the bill at the AFL-CIO convention at the Hotel Captain Cook, said Palin spokeswoman Sharon Leighow.
You might be surprised to know that for such a huge deal, the TransCanada bill is itty-bitty.

Palin was definitely pro Port Authority prior to her swearing in
I was at a Backbone II/AGPA meeting October of '05. Sarah Palin was there, as was Wally Hickel. Sarah was unequivocal in her support of the all-Alaska LNG project, as well as being in favor of a gross wellhead tax. She bailed on both issues shortly after swearing-in. Palin said that "they drug me kicking and screaming" from the gross wellhead tax. Hmm. Who's "they", Sarah?
I voted for Sarah. But she doesn't seem to follow through on issues she used to be quite passionate about.
There is so much that we could do with our resource riches if we would quit behaving like a third world country kissing the hands of our petro-benefactors.
For those who haven't read Wally Hickel's book "Crisis In The Commons", may I most humbly recommend it. It gives a hint of what Alaska could be if we would only realize that this is an Owner State. In fact, the ONLY Owner State in America. What we fought for and WON in our state constitution exists nowhere else. But our power is going to waste through the usual suspects.......ignorance and apathy.

We're finally figuring it out!
The last minute passage of the AGIA involved "Agree to bargaining" for labor that was pushed by influence peddlers.
What this actually means it there will be all the fraud and organized influence on every little thing that happens on the project that that is often manipulated by criminal influence.
Why are the socialist Dems so interested in collective bargaining? Because it gives them a pool of regular cash flow where they can skim money. And they don't have to return any prodiuct, and in the case of JIM DUNCAN"S STIPULATION TO RESOLVE A CONFLICT OF INTEREST they don't even have to provide any service, they just TAKE MONEY OU OF THE POCKET OF WORKERS. What is up with this?:

You, Governor Palin, through the AGIA process, have caused not one but two natural gas pipeline initiatives to move forward, further than ever before.
Especially, this is a victory over the Reudrich Republicans, whose corruption never produced anything of value. They still hang around this forum, nattering away, unable to build anything, cynical in their frustration as their power erodes, only tearing down.

Please write a posting when you actually see a gasline built. While you may choose to malign the list of former politicians for not 'getting it done,' the fact is the deals they were working on involved negotiating with parties who actually own the rights to gas and who actually have the financial depth to build a pipeline. The only project with any potential is Denali.
The reality of AGIA is that it's you and me sitting down to sign a gas pipeline deal - neither one of us owns the gas, neither one of us has the cash to build anything, but I'm going to pay you $500 million (collected, incidently from parties that do own gas and can build a pipeline) to study what can be done. WHEEE! We got a pipeline deal!!!!!
If that sounds ridiculous to you, that's because AGIA is ridiculous.

1. Most gasline transportation contracts in North America involve one or more transporters and one or more owners/producers. Alaska is not accustomed to this style of business, but it is true nonetheless.
2. Alaska owns a considerable amount of gas, both discovered and undiscovered, the recently re-acquired Pt. Thompson leases being one example.
3. Alaska has an original owner stake in gas owned by producers, in that the gas must be produced to market.
4. AGIA represents a sharing of risk as the cost of assembling the financing for a very large transport facility contract is accrued. There is some innovation in that aspect, due to the location and size of the project - that being the largest construction project in North American history.
In reality, AGIA brings Alaska up to date with contemporary business practice in the North American gas industry.
I invite you to consider what used to be the traditional Alaskan value of simply getting things done. With AGIA, Gov Palin's team brought Alaska current with the larger industry, and moved a stalled initiative forward. She can legitimately take credit for having stimulated Denali, and for having accomplished the TransCanada license. I see that you approve of Denali, and that is great. You are halfway home.
The AGIA concept will be used again, as a means of stimulating resistant development projects forward.

Isn't $500 million a year still going to pay down the PERS deficite? A leftover from the Murkowski plan? That crap the Knowles Admin. left over has got to be bumping up the current budget a few points.
Pers- another Multi Billion Dollar Deficite, and yet another 'gift' of Jim Duncan's economy denting blunders.
Having everyone retire by lowering service time requirement, then bring them back to work to collect retirement and pay, too. No wonder they called that legislation "RIP."

Get out the Bob's and show us where
the "previous admin" imposed a real dollar cut in the operating budget. Some things got moved around and some people didn't get increments they wanted, but there weren't real dollar cuts. And for the first time since time immemorial all labor agreement costs were reported and funded rather than just pumped into vacancy factor.
It took a while to see through the subterfuge of subfunds and restricted funds but by the third year with rising oil prices, there was no impetus from the Gov's office to cut costs or hold back on reasonable increments. You still had to fight your way past Admin Services Directors and OMB analysts who thought they knew more about your program than you did, but there was no policy level directive to do anything other than ask for what you reasonably needed.

The major cost cutting part of Labor Agreement was to Get someone with a conflict of interest to agree not to represent any contract. Just happens Jim Duncan's conflict of interest dealt with stepping straight into Union Hack from Commissioner of Administration, and Murkowski drafted Agreement for him. Jim Stipulated to do nothing, and then pretends like he can. A fraud perp'd by both sides of the deal.
That's one agreement that should have been a wink and a nod, but the idiots drafted it up and then tried to conceal it as a confidential document. They had it drafted up and signed because Jim Duncan wasn't trustworthy as far as you could throw 'em. And Frank knew that, and as well he wanted to keep his henchmen appeased, too.
Seems that corrupt management decision is what ultimately is causing the biggest 'tear' in the social fabric as you say, ART.. You were pretty close to Jim through all that drafting of that document weren't you ART? Labor Relations Quite cozy is the way they describe it with the ASEA paid to do nothing ?

Just in case anyone reading this should think
that you have a clue what you're talking about:
First, Duncan's stipulation was with the Ethics Attorney and based on a complaint brought by a former ASEA business agent who'd been fired by them. Sound familiar? The Administration had nothing to do with it and frankly couldn't care less that Duncan went to ASEA. I knew about the ethics stipulation but never saw it until ASEA filed a grievance on the way HI contributions were made. I asked the Ethics Attorney for a copy to see if I could use it to mess with Duncan's head a little, didn't come to anything.
Duncan and ASEA got the same as everyone else in the first round in '03. They actually did a little better than others on HI contribution in the '04 - '07 round since they were the last to come in and I really didn't much care what the contract said so long as I could get them under contract so they couldn't be whipped up to a frenzy for the '04 elections.
I doubt anyone with ASEA would describe our relations as "cozy;" they faced July 1, 2004, with an expired contract, at impasse with the State, and with the certain knowledge that we would have cut off their dues and started counting how many people were voluntarily paying. That situation crystalizes a union's perceptions and being of sound mind, they decided that it was better to be under contract than to have everyone out singing songs and carrying signs in the 2004 election.
This game is played at a lot of levels and you don't even understand the first level.

What did the Ethics Attorney have anything to do with making sure ADF&G Habitat Employees would not be represented after their layoff? That was one of Frank's Pet Projects along with centralized HR/LR, and moving the Human Rights commission to his office. If you plan on abusing people's rights you gotta plan ahead, huh?
Yeah, you have dinner and the sun goes down. No correlation of one causing the other you might say. Corrupt Business Manager signs an agreement not to represent grievances, workers rights get violated. There is proximate cause there, and you know it well enough you can write anything you want, anything, any kind of BS and fairy tale lies on that Grievance response and it's going to fly with Jim Duncan.
Using the US Mail is where you come into trouble with carrying out the scheme.
The Stipulation with Jim Duncan smacks of having Frank Murkowski's hands ALL OVER IT, and they are.
Just because you call everyone on this blog idiots doesn't make it so. Quite the opposite, in fact. It makes you the idiot.

and that first dismissal in '04 was really didactic. Basically the Magistrate showed me what it took to even be in Federal Court, and it was pretty complex but I had it back to him within the thirty days.
And I'm learning about filing criminal things like allegations of mail fraud under seal. Like all that stuff should have been.
And like an Alleged "Ethics Crisis" in the state. I Listed Ted, Ben, VECO, ADAK, PERS, Duncan Union violations and underlying state violations you [pretend to not] know about. Filed in the 9th Late Oct/Nov 2005 about 10 months before the only raid of it's kind ever on a State Legislature. But you know that and are lying that you don't. Remember the first Raid. and press release from DOJ looking for "Ethics Violations?" Well that is because a Federal Circuit Judge said to do it.
You get the case number before, and if I remember correct Clifton, Gould and Kennedy were on the Ninth Circuit panel. Go hate them or call them idiots if it helps your hypertension.
The stuff should have been filed under seal, but I'm kind of new at the Federal Courts.
Save your lies for Redstate.com idiots or the prosecutors. Prosecutors like people that lie to them and it is provable. Funny how people from that RS blog asking me to write a response to your B.S for them to post.

I was under the impression that Palin worked this TransCanada deal all on her own...then I found out Murkowski was the one who initiated meetings and got things started with them. So please define "leadership" for me....Because it is definetley not someone who will take someone else's beginings and claim it as their own. That is exactly what she did...she is being hailed as a savior for this state because of the TransCanada deal....and it wasn't even hers to start with. Taking credit for something that you didn't do....crooked if you ask me...

the bill signed by Palin today that's not received much attention: the action ...suspends the state’s motor fuel tax on gasoline...for a year which should reduce the per-gallon price at the pump by $0.08.
