This is a new blog dedicated to the general topic of crime and crime prevention in Alaska. We are starting by posting the Alaska State Troopers' daily logs, our own crime-related stories and other relevant items as we come across them. The Daily News encourages community engagement and discussion of issues of crime and criminal justice. Comments are not edited and will be posted immediately. We know that stories about crime often provoke strong reactions, but we insist that you keep your comments on point, use good taste and show courtesy toward other writers. Location: Ketchikan

Case number: 08-32324

Type: MCA (Habitual) and Probation Violation

Text: On 4/30/2008 at approximately 0115 hours, the Alaska State
Troopers in Ketchikan conducted a traffic stop on a vehicle on Bawden
Street near the Mary Francis Condominiums for an equipment violation.
The passenger of the vehicle was identified as 19 year old Sophia M.
Sutton of Ketchikan. Investigation revealed Sutton had recently
consumed alcohol. Subsequent investigation reveled Sutton had 2
previous MCA convictions and was on Felony Probation for Perjury.
Charges for the MCA and Probation violation will be sent to the
Ketchikan District Attorney and Adult Probation Offices for review.

Location: Haines
Case Number: 08-32458
Type: Residential Fire
Text: On 04/29/08 at 0306 hours, a trailer fire was reported at 26 mile
Haines Highway. The fire had engulfed the unoccupied trailer when
neighbors heard a loud boom and noticed the flames. The trailer had
been unoccupied for over 9 weeks and the owner was expected to return in
a week. No one was injured and the trailer was completely burned. The
Alaska State Fire Marshall's Office has been informed and investigation
is continuing.

Location: Wasilla

Case number: 08-32293/08-32294

Type: Warrant Arrest/DWLS

Text: On 04/29/2008 at 2050 hours, Palmer AST contacted Adam Manor, age
22, of Anchorage, after the vehicle he was driving was stopped for
suspicious activity on the Parks Highway near Seward Meridian.
Investigation revealed that Manor had an outstanding warrant for his
arrest for Misconduct Involving a Controlled Substance in the 6th.
Further investigation revealed that Manor was operating a motor vehicle
with a suspended driver's license. Manor was arrested and remanded to
Matsu Pretrial Facility on $500 bail for the warrant and issued a
summons to appear at a later date in court for DWLS.

Location: Big Horn Lake

Case number: 08-32307

Type: Search and Rescue

Text: On 04/29/08 at 2219 hours, the Rescue Coordination Center (RCC)
reported an Emergency Locator Transmitter (ELT) signal near the mouth of
the Big Susitna River. RCC deployed a 211 Rescue Air Guard C130
aircraft to search for a possible downed aircraft. HELO-1 was launched
to provide support and at approximately 2358 hours, the C130 spotted a
downed aircraft near Flat Horn Lake near the mouth of the Susitna River.
HELO-1 deployed two Para-Rescue Jumpers at the downed aircraft, which
they identified as N7169B, formerly owned by Copper River Airmotive LLC.
N7169B was found flipped over in approximately 2-3 feet of water. PJs
found footprints leading away from N7169B and ending near the tracks of
a second unidentified aircraft at which point the footprints
disappeared. The pilot of N7169B has not been located nor identified at
this time. Investigation is continuing.

Location: Chugiak

Case number:08-32343

Type: Warrant Arrest/Agency Assist

Text: On 04/30/2008 at 0215 hours, Palmer AST stopped a 1998 white Ford
Expedition on the Glenn Highway near Chugiak for erratic driving. AST
contacted the driver who was identified as Sofia Chya, age 37 of
Anchorage. Also in the vehicle was Kevin Tanape, age 25 of Anchorage.
Investigation revealed that the Sofia was operating the vehicle while
under the influence of alcohol as well as operating a vehicle with a
revoked license. Anchorage Police Department assisted with the case and
arrested Sofia for DUI and DWLR(08-19542). Further investigation
revealed that the passenger, Kevin Tanape had an outstanding warrant for
his arrest. AST arrested Tanape and he was remanded at Anchorage Jail
and held on $500 bail.

Location: Kotzebue
Case number: 08-32322
Type: NVOL, MICS 6
Text: On 4/30/08, at approximately 0010 hours, State Troopers in
Kotzebue contacted James M. Romero, 23 yoa, of Kotzebue following a
traffic stop. A check of APSIN revealed that Romero did not have a
valid Alaska drivers license. A marijuana pipe was also seized from
inside the vehicle. Romero was released from the scene and a summons
was later applied for by State Troopers to have him appear in the
Kotzebue court for the above charges. The vehicle was released to a
third party who responded to the scene.

Location: Alakanuk

Case Number: 08-31964

Type: Fire Fatality

Text:

On 04/28/08 at approximately 2000 hours AST received a report from the
Alakanuk Police Department that a house fire had occurred in Alakanuk.
The Alakanuk Police Department further advised that Charles Clyde Smith,
64YOA of Alakanuk was deceased within the remains of the house.

AST and the State Fire Marshal's office responded to Alakanuk on the
morning of 04/29/08. Investigation confirmed that Charles Clyde Smith
was deceased within the residence and that the house fire contributed to
his death. The cause of the fire was determined to be accidental. No
foul play suspected. The body was released to the family.

Type: Warrant Arrest

Text: On 4/29/08 at approximately 1150 hours, Alaska State Troopers
Emmonak Post arrested Timothy D. Afcan age 43, of St. Mary's in Nunam
Iqua on an Anchorage AST warrant. Afcan was transported to Bethel YKCC
and remanded without incident. His bail for the warrant was $100,000.00
for Sexual Assault I.

Case number: 08-32276
Type: DUI

Text: On 4-29-08, at approximately 2050, hrs State Troopers arrested
Tanis Edstrom 45 yoa of Fairbanks for DUI
after troopers received a complaint that she was operating her 2007
Chevy Pick-up in a reckless manner in the Davis Rd area. Edstrom was
incarcerated at the Fairbanks Correctional Center pending further court
action.

Text: On 4/30/2008 at 0038 hrs, Fairbanks AST responded to a reported
disturbance at a residence on Dartmouth Drive in Fairbanks.
Investigation revealed that Bradley Okpealuk, age 18 of Fairbanks, had
been consuming alcohol. Okpealuk was issued a summons to appear in
court for Minor Consuming Alcohol.

Type: DUI
Text: On 4/30/2008 at 0342 hrs, Fairbanks AST contacted a blue 2006 GMC
pickup parked on Mark Twain Road near North Pole. The truck was parked
and occupied with the engine running, blocking the oncoming lane of
traffic. The driver was identified as Matthew Anthony Allen, age 38 of
Fairbanks. Investigation revealed that Allen was operating the vehicle
while impaired by alcohol. Allen was arrested for DUI and remanded at
FCC. Bail was set at $1500.

Type: Hindering Prosecution I
Text: On 4/26/08 at approximately 2005 hours, AST contacted Stacey Hill,
age 41 of Anchor Point, while trying to apprehend a Fugitive from
Justice at her residence. Investigation revealed that Hill had assisted
the fugitive in avoiding apprehension and Hill was arrested for
Hindering Prosecution I. Hill was remanded to Homer Jail without bail.

Case number: 08-30475
Type: MVC D, DUI, DWLS, MIW 4, MICS 6, MCA
Text: On 4-23-08 at approximately 2312 hours, Troopers responded to a
single vehicle collision near mile 2 North Fork Road. Trooper
investigation revealed Bobby Smith Jr, 19 yoa of Anchor Point, was
traveling north on the North Fork Road, when he lost control of the
vehicle and struck the ditch of the south bound lane. Smith was found
to be under the influence of alcohol and marijuana. Investigation
revealed Smith was carrying brass knuckles, and had a small amount of
marijuana in the vehicle too. A records check of Smith's license
revealed it was in suspended status from a point system suspension.
Smith was transported to the Homer Jail where he was remanded.

Type: NVOL
Text: On 4-26-08 at approximately 1430 hours, Troopers contacted
Kimberly Cissney, 28 yoa of Homer, when the vehicle she was operating
was stopped on Hazel Street. Troopers knew Cissney did not have a valid
operator's license and issued her a summons for NVOL. Cissney and the
vehicle were released to a licensed driver.

Type: NVOL, Permit Unauthorized Person to Drive
Text: On 4/25/08 at approximately 2109 hours, AST conducted a traffic
stop on a red 1999 Ford Explorer at North Fork Road and Gillham Court
for driving far below the speed limit, weaving, and an improper turn.
The driver was identified as Kayla Phelps, age 15 of Anchor Point, and
the passenger was identified as Shawn Rhodes, age 40 of Anchor Point.
Investigation revealed that Phelps had no operator's license, and Rhodes
had permitted her to drive anyway. Phelps was issued a summons to
appear in court for Driving without a proper license, and Rhodes was
issued a summons for Permitting an Unauthorized Person to Drive.

Case number: 08-31697

Type: Assault IV

Text: On 4/28/08, at 1923 hours, Alaska State Troopers were notified of
an assault. Investigation confirmed, Samuel Oetinger, age 43, of Utah
physically assaulted Aaron Pace, age 33, of Texas at Resurrection Bay
Seafood's bunkhouse near Seward causing Pace injury. Pace declined
medical treatment. Oetinger was arrested for two counts of Assault IV
and remanded to Seward Jail pending arraignment. Alcohol is considered
to be a contributing factor.

Fish and Game reference permit hunt DC001, by the prescribed date.
Scribner was issued a citation, with bail set at $110.
