Some questions on upcoming Division of Habitat transfer
Based on what I hear and interpret from the Commissioner Lloyd’s email, an old adage applies that goes something like, “be careful what you wish for, it may come true and you will regret it.” This seems quite appropriate in describing the transfer of Office of Habitat Management & Permitting (OHMP) functions and responsibilities from ADNR to a new Division of Habitat within ADF&G. So now the governor, Tom Irwin, and their cronies are about to install OHMP under the roof of ADF&G. This action is intended to further legitimize, in the eyes of the public, OHMP’s previous functions, responsibilities, and actions by re-locating these to the new Division of Habitat. A 2/3/08 story by Kate Golden in the Juneau Empire mentioned that Bruce Jenkins (Northern Dynasty COO) had written that the public perception of a compromised Habitat Division (HD) troubled his company. So can we infer that returning the Division of Habitat to ADF&G was done for reasons other than protecting fish and wildlife habitat? After all, the preliminary organization plan for the new Division retains the current management and apparently does not allow for anybody from current ADF&G management or staff into the upper level of the new Division. In fact most current ADF&G staff biologists that will be transferred to the new Division will be near the bottom of the organizational structure. Tom Irwin will still be running the show even if the location has changed. This is a typical “bait and switch.” Governor Palin, Tom Irwin, and “the development at any cost crowd” are going to be telling the Alaskan public how good this will be to right previous wrongs. Don’t believe them! Ask them why nobody from ADF&G will be part of the new Division of Habitat management team.
