ALLEN: We want to just see if we can’t stop this thing, don’t we Jim.
BOWLES: Yes sir, if there’s any way we can get this thing stopped, that’s the best possible outcome.
ALLEN: OK, well I got work, and it’s just between me and you, but I got Pete Kott and … Ben doing it. And, and hopefully they’re going to try.
BOWLES: Well Bill, one thing that I think, what we had talked about, is that probably the best outcome for us is to get House to go ahead and gavel out and finish up and get them out of town.
ALLEN: Right, that’s what I’m trying to do.
BOWLES: OK, well good. I think we’re supportive of that. Because if we can get them out of town, we’ve got a better chance of, then all we have to do is then work the Senate by themselves.
ALLEN: Right. Uh … uh … you know, the, the governor, he’s going to try to get, get a goddamn. You know, the, a, uh, the tax, shit, let me slow down. You know like, the 20, I think they’re looking, trying to find 22 and a half is what I think the governor’s wanting.
BOWLES: Well that’s not a good answer.
ALLEN: I know it is. I know it is. … If we can get it shut down, then he may call another special session real quick.
BOWLES: Well, we can deal with that next. But uh, we told, uh look we met with the governor yesterday and we told him 22 and a half is not a good, good answer to this. No one’s going to be happy with 22 and a half.
And … actually Bill, I think our belief is 23 and a half is better than 22 and a half, because it just, it provides us the basis to say we’ve just really got a terrible, you know terrible (inaudible) ...

It is time
For Big Oil to disclose the number of no-bid contracts it had with VECO and the dollar amount of each contract.
But if Big Oil made that disclosure, it would prove the quid pro quo- VECO corrupts Alaska government for Big Oil's benefit, and VECO gets valuable no- bid contracts.
So how about some editorials from ADN asking Big Oil, a major advertiser, to come clean?
How about demanding that it apologize to Alaskans for fostering corruption in our government for decades?
Sure...well see reforms like that when hell freezes over...

Conoco is a class act... this recording means nothing...
Conoco has hardly any contracts with Veco in the first place. Put yourself in Bowles shoes for a minute, here comes Bill Allen calling up about an issue thats really important to you at the request of the FBI, trying to get you to say something illegal. I think Bowles was very honest and straightforward in outlining a plan he hoped would work out. Make no bones about it, he's interested in getting the best deal for his company, but no way is he going to break the law. Alaska isn't the only political environment Conoco operates in. They will work the angles within the system, but they aren't going to play this kind of bush league BS no way. Bowles is a man if high integrity, you may not like his views and the focus of his efforts, but they will be honestly and decently executed. I'll bet when he got off the phone on this one, he went and washed his hands just in case any of the slime got on them...

For a second there I thought I would have to rely on my own ears to be able to access his comments. Thank god you are here to assure me what I heard means nothing.
Now I can go rent the wizard of oz and play back the part that says pay no attention to the man behind the curtain over and over again.

So just tell me what exactly he said that was illegal... Or better yet, what he's "allowed" to say according to your interpretation of whats right and wrong....
I've listened to the whole thing, and apparently you should again too... I think for a fellow who unbeknownst to him was being lured towards entrapment and voiced his honest opinions he came off pretty professionally.
I wonder how you'd come off if the FBI coerced someone into getting you on a tapped phone call about your taxes for example?

first off
From a blog posting of Kyle's last week reporting on trial statements:
On Aug. 30 of last year, Bill Allen thought he was meeting up with Sen. Fred Dyson for breakfast. Instead, he ended up spending the day with federal investigators. That’s how Allen described the day he learned of the FBI’s case against him.
The phone conversation you try to play off as an attempt at entrapment on the part of Allen and the FBI happened on June 6 2006 according to the mp3 date stamp.
Allen was not aware at that time that his conversations where being recorded.
Nice try but Allen was simply updating Bowles on his progress letting him know who he had under his control. Bowle's comments made it clear he was instructing a subordinate as to how to proceed. "That is not a good answer."
It is quite telling that Allen is stammering and doing all he can to please Bowles with his progress and that he has a plan to shut down the House.
Bowles also makes it clear that he has control at the mansion and is upset to hear that Clark may be deviating from what Bowles has told him what he wants.
When he finds out that Allen is merely referring to a meeting that Clark had all ready told Bowles about, he calms down and says thats ok, he(Clark) told us he was going to do that because Rep. Harris asked him to.
Now that we have established again that you are either a fool or just a tool lets move on.
Why is the absence of a crime (yet) make someone a class act? Those that hire the hit man are just as slimy as the hit man. Just because we may never put Bowles behind bars doesn't make him a saint.
You may be comfortable with the Governors chief of staff checking in with the president of Conoco as to which representatives he is meeting with and why, but I am not.
Its one thing to go to Juneau to testify. Its quite another to take the Governor off for the weekend and tell him how he is going to proceed and then manage the governors cabinet to make sure they follow those mandates.
I dont know what point your trying to make about the number of contracts VECO has with Conoco, but this is obviously not some strange out of the blue call from Allen that Bowles was thinking why the hell is he calling me.
It sounded more like a daily update from one sleaze bag to another.

I say that may or may not be true, it could just as easily be Bowles' expression of dissappointment... but I guess you're entitled to think the worst, I just don't think you're entitled to cast out accusations and aspursions. And likewise, I think I'm entitled to think the best and since Bowles didn't specifically say or instruct or request anything illegal, I chose to believe he never intended any wrong either.
I guess that opinion also entitles you to call me a fool and a tool according to the world as you view it. I, on the other hand, don't feel the need to belittle you as long as I'm allowed the opportunity to express my beliefs and opinons too.
As far as Allen stammering... I happen to think he was doing so because he's a buffoon and was in the presence of a man with some class whom he was trying to ingratiate himself with... probably tough to do for a fellow who is used to purchasing his friends.
I never meant to insinuate that Mr Bowles is a saint because he's not been proven guilty of any wrongdoing, I just happen to have met the man on a few occasions and believe he brings some class to the whole oil industry and Alaskan oil industry in particular.
I've never been comfortable about anything to do with Governor Murkowski, but just because his chief of staff was discussing the oil tax with the president of one of the oil companies most involved in this state and mentions he's meeting with this guy or that, I don't automatically assume a crime has been committed.
I couldn't find anywhere in the stuff you reference where Mr Bowles "took the Governor off for the weekend" "told him how to proceed" or "managed the cabinet to make sure they followed those mandates"
My point about the contracts is that Bill Allen never had the cozy relationship with ConocoPhillips as he has enjoyed with other oil companies, maybe you're right and it wasn't an "out of the blue" call, then again, maybe it was for all I know. Of course, I have a different perspective on the "daily update" theory... but it'd obviously be wasted on you what with your mind already made up and all...

My apologies on the fool or tool deal, but your claim that the call was obviously an attempt at entrapment shows you clearly have a bias, otherwise you would not make assumptions that are clearly refuted by the facts that where right in front of you.

I make no bones about my beliefs that the oil industry has been a good thing for alaskans, my family included, just dont believe this bias makes me a fool or tool. And I happen to like Bowles. As far as dropping the entrapment thing, you obviously gave me grounds to redo my research on it... if I have to retract that comment following, I will... Meanwhile, guilty tho I may be at having overreacted to my original information on the taped phoen call, and erroneous as my asumptions MAY have been... seems from this thread that I'm not the only one here reading into things what my basic thoughts incline me to believe.
I've always been a "good for the goose, good for the gander too" kind of guy. So, just because we have some slimyness thats emerged here, doesn't mean that everyone who ever had any dealings with the slime is also guilty. Nor should we be selectively applying our judgements either.
I'm still kind of teed off that Dittman apparnantly gets off scott free and unscathed from accepting a contract to do a Kott poll and be paid for it by Veco, admitting he know it was wrong and over the legal limits, but shrugging his shoulders and assuming "they're big boys, they must know what they're doing" Meanwhile, Kotts kid is responsible and guilty according to the "courts of public opinion" for taking money from Allen to redo brand new hardwood floors in Smiths house... I'm just sick about how gullible we are about what we read.... And thus I find myself weighing in on this taped conversation with Allen and Bowles...If we're going to read the worst into it that we possibly can at every turn... then lets apply that same yardstick to all these others too... or is this just a chance for us to "burn down the house" of the oil companies so we're all on an feeding frenzy?
I'll say it again, for the record, as far as leaders of alaskan oil companies goes... Kevin Meyer, and now Jim Bowles are both men I'm glad to have as my neighbors.

Why should we be surprised that Conoco was pulling Veco's strings?
Conoco hires and promotes sleazy executives.
One of Conoco's executives, Rick Solie, was caught driving drunk, at 3:00AM, with a YKW in his car...
This was all caught on tape by the cop that pulled Rick Solie over.
But it gets better, Solie has a long history of driving drunk/impaired. Even broke the back of a child in one of his accidents.
Guess that was a Conoco kid, eh?
So, does Conoco fire this loser?
Heck no, they give him raises, which he brags about.
I am so sick of all of these members of the CBC who are destroying our state.

And they also missed a key aspect about the other person who was in the car that night.

Solie lawsuit heads into summer: Public records battle could last until November

Nearly eight months into its public records lawsuit against Rick and Cherie Solie and the University of Alaska, the Sun Star is prepping for a shift in management.
Columnist-critic Robinson Duffy will slide into the editor's chair at the end of the semester, inheriting a heck of a hand-me-down from current managing editor Sharice Walker. The newspaper's legal legacy will continue over the summer with a closed hearing between University attorneys and a judge with a possible trial by November, according to case insiders.
The lawsuit, filed on Oct. 13, 2003, aims to free up police records related to the former Fairbanks North Star Borough Assemblyman's Aug. 30 arrest on campus for driving while intoxicated. Attention is focused on a police videotape allegedly made at the scene of the arrest.
In the weeks following the arrest, UAF Police Chief Terry Vrabec received four public information requests?two from the Sun Star and two others from the Fairbanks Daily News-Miner and KTVF Channel 11. After consideration by UA General Counsel James Parrish, the requests were denied on grounds the release of the information could infringe on the Solies' right to privacy under the Alaska Public Records Act. Walker took the matter to court, claiming the couple's status as public figures exempted them from the privacy clause. Cherie Solie, who was with her husband at the time of his arrest, managed Gov. Frank Murkowski's campaign in fall 2002 and now directs his Fairbanks office.
Various court filings from October 2003 to March 2004 reveal a series of arguments swatted back and forth between the Solies' attorney, William Satterberg, and the Sun Star's pro bono lawyer, Lawrence Reger.
The atmosphere around the case has become fierce in recent months, with Satterberg suggesting in court documents that the student newspaper is pushing the case more for personal recognition than for the public good.
"The Sun Star's inquiry into Mr. Solie's arrest is not an instance in which the media seeks [sic] to examine the conduct of a police agency or any other public agency," he wrote in a Dec. 15 filing. "Instead, the Sun Star's focus is obviously on the private citizen that was arrested and his spouse."
A week after filing the lawsuit, the Sun Star reported that Solie had received a drunken driving conviction in 1981 when he was a student at the University of Vermont. That information was never mentioned in Solie's Sept. 19, 2003 court hearing, where he was sentenced as a first-time DWI offender. District Court Judge Jane Kauvar told the Sun Star she didn't know about the conviction, noting that it would be up to the prosecutor to bring up prior offenses. Fairbanks District Attorney Jeffrey O'Bryant, who handled the case, told the Fairbanks Daily News-Miner soon afterward that he did not know about the prior DWI, and would look into the Vermont offense, if it existed at all. The News-Miner reported in November that O'Bryant had in fact received the records and was looking into them.
The Sun Star called the District Attorney's office three times last week and once just before press time, but no calls were returned. However one person in the office noted that the case was listed closed in the computer.
Satterberg argued in a Halloween appeal that the student newspaper was not fit to wage a legal battle because it did not constitute a legitimate organization. Reger countered with a sheaf of documents ranging from the Sun Star's inclusion in the Associated Students of the University of Alaska Fairbanks' bylaws to a historical account of its founding in a book by UAF History Professor Terrance Cole. On Christmas Eve, Superior Court Judge Charles Pengilly ruled that the Sun Star did in fact meet the requirements for an "unincorporated association" under State vs. Aleut Corporation, 1975, which maintained that "[An unincorporated association] is usually characterized by having by-laws governing its organization and operation, a stated purpose for its existence, and providing for its continuity though its membership may change."
The membership will change, and likely before the lawsuit wraps up. Student editors only hold the position for one year, according to the Sun Star's charter. The new editor, Robinson Duffy, looks forward to the year ahead for the paper. The legal battle he will inherit from Walker proved one of his biggest concerns over whether or not to take the job.
"It's such a big, convoluted mess," he said, although he takes comfort in the fact that he won't be alone with the responsibility; Reger will be there to guide the newspaper through the legal technicalities along with journalism professor Brian O'Donoghue, the faculty adviser.
Duffy said he'll take a decidedly different approach to managing the Sun Star, but looks forward to the end of the legal conundrum. "I don't feel like there's this big weight on my chest because there's so many people helping out," he says. "I'm crossing my fingers to see what happens."
Over the next few months, dates will be set for a closed hearing in which the court will view the police videotape of Solie's Aug. 30 arrest. A judge will then weigh the statutes under the Alaska Public Records act and decide how the law applies. After the tape is turned over to the court, Reger said during a March hearing, the university will likely be let out of the case.
"Alaska has traditionally been one of the most outspoken proponents of privacy rights," Reger said later. "With that history, there should be no surprise that privacy interests, even with regard to public documents, are going to be respected by the Alaska legislature and Alaska courts."

You've probably heard the news. We won our lawsuit.
Well, sort of.
For those who don't know, last year the Sun Star sued the University and (now, former) assemblyman Rick Solie to gain access to the police records detailing Solie's DWI arrest.
Solie was pulled over by University police, on University property, for allegedly driving on the wrong side of the road. The information we have indicates he refused to take a Breathalyzer test.
Citing privacy issues, our request for those records, as well as the requests of every major news organization in town, was denied.
So we sued.
And we won.
So why do I have a bad taste in my mouth?
Well, for starters, our victory is only partial, and pretty empty to be honest. But on top of that, this entire case and its outcome has revealed some pretty disturbing aspects (i.e. a downright ugly side) of privacy and public interest issues in Alaska.
I call our victory only partial because the documents, when released to us and the general public, will have black magic marker all over them. A judge, Judge Pengilly to be precise, got to decide what the public was allowed to see. He personally redacted every mention of Cherie Solie, Rick's wife, and a fairly powerful person in Fairbanks.
Why should a judge get to decide what the public can and can't see?
More disturbing than that, however, was something Pengilly said in the hearing, which, thankfully, was only his opinion and not legally binding in any way.
The Sun Star made this request when Solie was a prominent public official, and Pengilly agreed that the public should have access to information concerning it's elected officials.
But Solie's term in office has since expired. His return to life as a private citizen, in Pengilly's opinion, means the records should now be private.
When asked by our lawyer if that meant that all any public official in the midst of a controversy had to do was resign and thus seal up the potentially incriminating records, Pengilly curtly responded "Yes, that's exactly how I read the case law."
What an utterly dangerous idea!
Are our public officials not to be held accountable? Do they have absolutely no fear of public scrutiny? Do they just have to drag litigation out until time itself takes care of the problem?
I'm sorry, but the very thought just makes me mad.
Now that this is all over, I want to thank everybody who helped us, everybody who donated to our court fees, and everybody who just stopped by to offer encouragement and advice.
I especially want to thank our lawyer, Lawrence Reger, who generously took our case pro bono. He believed in us, and allowed us to fight when we, quite frankly, couldn't have afforded to without him.
Our advisor, Brian O'Donoghue, deserves a huge round of applause. Brian was the adult amongst us who kept us from acting like stupid kids.
And, of course, I want to personally thank Sharice. This was your battle. I'm just the babysitter. This victory belongs to you.

if you listen to that tape and cant grasp that the oil companies, at the very least Conoco Phillips, were aware of what was going on with VECO then you probably still put teeth under your pillow.
It is also obvious that Conoco and the others were leading the Murkowski administration around with a nose ring.
Bowles sounds like a parent finding out one of his kids is not doing what they've been told when he hears that Jim Clark may be pushing a 22.5% PPT.

"We've talked with Clark several times, we've told him don't push through 22.5. Thats not what we want to see as an outcome so if he's doing that he's doing it against conversations we've had."
Going against conversations we've had? Are you kidding me? We didn't have a governor, The oil companies had a lap dog.
Remember, Pedro van Meurs told the governor he felt 25% was the proper rate. Then we have Murkowski spending the weekend with the big 3.
Right after that weekend the official position becomes 20/20.
Lets face it folks this state has been run from the board room not Juneau. Denying that is for fools. Thank God Frank or Andy aren't at the helm. I don't know if they where/are duplicitous or just stupid but at least we have a chance with Palin.
25% on the net is a good starting point but we need some serious leaps above that to share in that windfall that the last few years of price increases.
Anything shy of 50 percent of the gross on oil above $50 is a joke.

Well there you have... Proof of the corrupt relationship between the oil companies and VECO. Bill Allen was clearly doing the big three's bidding.... As for Conoco, how could they possibly run their commercials claiming to be "Alaska's Oil Company" looking out for our interests and spending all that money on habitat restoration? Painting themselves as some kind of corporate good guy? What a crok! As for those "Alaskans" appearing in their commercial, I would HIDE MY FACE WHEN IN PUBLIC!
