Type: Warrant Arrest/DWLS

Text: On 05/18/09, at approx. 0110 hours, Alaska State Troopers
contacted 22 yoa, Marissa Anne Butts at Mile 48.5 of the Parks Highway
during a traffic stop. Records revealed Marissa Butts of Wasilla had a
warrant for Leaving Scene of Accident. Butts was arrested and
transported to MSPT and remanded into their custody. Bail was set at
$500.00. Butts was also issued a summons to appear at Palmer Court for
driving while license suspended.

Case number: 09-39924

Type: Criminal Mischief Third Degree

Text: On 5-17-09 at approximately 2259 hours, Troopers responded to the
Su-Valley High School for a security check after receiving a tip that
the school might be vandalized sometime during the evening. Troopers
attempted to contact a male, who fled into the woods. Troopers
recognized the male as Edward Anderson, age 18 of Talkeetna. Troopers
called Anderson on his cellular phone and Anderson agreed to return to
the school. Investigation revealed that Anderson and four accomplices
had caused approximately $2,000 in damage to 13 of the portable
classrooms at the school by removing stairs from the exterior
staircases. Anderson was arrested and was remanded into MSPT, where
bail was set at $2,500.00.

Type: Burglary 1st, Criminal Mischief 4th, Theft 2nd
Text: On 05/18/2009 at approximately 1312 hours Alaska State Troopers
responded to a residence on Irwin Drive in Wasilla for a reported
burglary. Investigation revealed that someone broke into the residence
between 0900 hours and 1300 hours on 05/18/2009. Approximately $50 in
damage was caused during entrance into the home. The suspect(s) stole
an estimated $5000 worth of belongings. Anyone with information about
this crime is encouraged to contact the Alaska State Troopers at

Text: On 5-6-09 the King Salmon Troopers arrested Sara Hinkle, age 38 of
Newhalen, on an outstanding Anchorage Police Department warrant, at the
Naknek Correctional Facility. Hinkle had been previously incarcerated
on a separate charge. Hinkle was transported to the Anchorage Jail to
await arraingment on the warrant, and to serve her sentence.

Type: Vehicle Theft

Text: On 5-16-09 at 1500 hours, Alaska State Troopers in Bethel received
a report from the Public Safety Office in Napakiak, reporting a 18 foot
Ocean Pro "V" bottom boat went missing, and was last seen on 5-16-09.
The 18 Ocean Pro Alaska Registration number AK7949AE was written on the
side of the boat and was equipped with a blue 60 horse Yamaha out bored.

Text: On 05/16/09 at about 1300 hours, Aniak Alaska State Troopers
arrested Ronald Waskey, 20, of Crooked Creek for assault in the fourth
degree involving domestic violence. Waskey was transported to Bethel
and lodged at YKCC to await arraignments.

Type: Forgery, Theft II, Fraudulent Use of an Access Device,
Manufacturing Alcohol
Text: On 5/16/09, at approximately 1130 hours, the AST St. Mary's Post
was made aware of personal checks being forged at the Alaska Commercial
Store in Mountain Village. Investigation revealed Lawrence Chiklak,
Jr., age 23, of Mountain Village stole checks and used them to purchase
items at the store. On 5/17/09 Troopers from St. Mary's executed search
warrants discovering the evidence of the theft, forgery, and homebrew
alcohol being manufactured. The investigation continues.

Text: On 5/17/09, at approximately 1530 hours, Troopers from the AST
St. Mary's Post arrested Martin B. Andrews, age 23, of Mtn. Village on

Type: Fail to have liability insurance

Text: On May 16, 2009 at 2350 hours, Alaska State Troopers in Bethel
stopped a 1993 Ford Ranger for a missing taillight. Investigation
revealed that Jason KUPANOAK, 33, of Bethel was operating a motor
vehicle on a roadway without current registration and liability
insurance for the vehicle. KUPANOAK was issued a summons to appear in
court for not having liability insurance. He was also issued a citation
for driving on a roadway with expired vehicle registration.

Text: On 5-17-09 at approximately 1145 hours, Kotzebue Troopers arrested
Janour Swan, age 22, at her residence in Kivalina for an outstanding
arrest warrant for the original charge of Failing to Appear at
Arraignment for Misconduct Involving a Controlled Substance V. Swan was
subsequently transported to Kotzebue Regional Jail where bail was set at
$2500.00.

Type: Assault I
Text: On 05-16-09 at 1348 hours, Alaska State Troopers in Kotzebue
received report of a stabbing in the village of Shungnak. Troopers
responded to Shungnak and investigation revealed Matilda Cleveland, 27
yoa of Shungnak, assaulted a relative with a knife, stabbing the victim
in the arm. The victim was transported to Anchorage for medical
treatment and Cleveland has been arrested for one count of assault I.
Alcohol was determined to be a contributing factor in this assault.

Text: On 05-17-09 at 0927 hours, Alaska State Troopers in Kotzebue
received report of a break-in at the Selawik fuel project. An
undisclosed amount of merchandise was stolen and the forced entry caused
minor damage to the building. Several suspects have been identified and
the investigation is continuing.

Text: On 05-17-09 at 2018 hours, Alaska State Troopers in Kotzebue
received report that a sexual assault had occurred in the village of
Kivalina. Investigation of the report led to the arrest of Luke Koonook
III, 21, yoa of Kivalina, for one count each of sexual assault I, and
sexual assault II. Koonook was subsequently transported to
and remanded at the Kotzebue regional Jail.

Type: Failure to Register as a Sex Offender or Child kidnapper.

Text: On 5/18/2009 Alaska State Troopers in Bethel conducted a check in
the YK Delta for all registered sex offenders currently out of
compliance with Alaska State Sex Offender Registration requirements. The
search revealed eight persons currently out of compliance with their sex
offender registration. Those person were identified as Robert Nick Jr.
(age 44 of Akiachak), Nicholai Alexie (age 43 of Bethel), Gerald Lake
(age 31 of Bethel), Damian Joseph (age 25 of Alakanuk), Simeon
Constantine (age 41 of Kwethluk), John Wassilie (age 47 of Bethel),
Gabriel Tucker (age 26 of Emmonak), and Ulrich Bill (age 32 of Toksook
Bay. The investigation is ongoing.

Text: On 5-18-09, at about 1711 hours, Alaska State Troopers contacted
21 YOA Jose M. Alfaro Jr. on St. Herman Street. Alfaro was arrested on
an outstanding felony arrest warrant; original charge Assault 2nd Degree
and Kidnapping. Alfaro was remanded at the Kodiak Jail. Bail was set
at $20,000.00.

Type: Failure to Maintain Vehicle Liability Insurance, Misconduct
Involving a Controlled Substance- 4th Degree

Text: On 5-17-09, at about 1606 hours, Alaska State Troopers stopped a
blue 1990 Ford Tempo on Abercrombie Drive for an equipment violation.
Subsequent investigation by State Troopers revealed the vehicle was not
insured and the driver 27 YOA Joan Rios Sison of Kodiak was in
possession of a methamphetamine pipe with residue. A charge of Failure
to Maintain Vehicle Liability Insurance and Misconduct Involving a
Controlled Substance- 4th Degree has been forwarded to the Kodiak
District Attorney's Office for prosecution.

Type: DUI, Refusal

Text: On 5/16/09 at 2335 hours AST was contacted on 911 by two separate
citizens reporting a possible DUI driver. AST observed the silver
Daewoo sedan on the Old Richardson make two moving violations. The
vehicle was stopped and after the subsequent investigation the driver
Michael Swanson (26, North Pole) was arrested for DUI. Once at AST,
Swanson refused to provide a sample for the chemical breath test. He
was remanded to FCC for DUI and Refusal to Submit to a Chemical test.

Type: Disorderly Conduct, Criminal Mischief 5th Degree and Minor
Consuming

Text: On 5/17/09 at 0400 hours AST received a report of a large
gathering of people at a residence on Nordale Road at a bon fire. The
caller reported that a fight was breaking out. Several AST units
assisted by North Pole PD responded. Upon arrival a group of people
fled into the woods and several of the group were contacted. AST
arrested Joseph Rand (19 YOA, North Pole) for disorderly conduct and
criminal mischief in the 5th degree. He was also charged with minor
consuming alcohol. He was remanded to FCC.

Type: No Insurance / Drive While License Revoked

Text: On 5/17/09 at approximately 2300 hours, AST contacted Michael
Derek Jacobs, 24 of Gautier, Mississippi, who was operating a motor
scooter on the Parks Hwy at mile 247 without registration. Jacobs's
Mississippi Driver's License was revoked for a prior marijuana
possession charge. Jacobs also did not have a current insurance policy
for the motor scooter. Jacobs was arrested and remanded at Fairbanks
Correctional Center for No Insurance and Driving While License Revoked.
Alcohol was involved in this contact. Investigation complete.

Text: On 05-17-09, at approximately 2052 hours, Edward James Heily, age
48 of Nikiski, was stopped for a traffic violation and was subsequently
arrested by Alaska State Troopers for Felony DUI, Driving while License
Revoked, and Harassment in the First Degree. Heily, who has two prior
Felony DUI convictions in the ten previous years, was remanded at
Wildwood without bail.

Text: On 5/17/09 at approximately 2356 hours, Sidney Edward Morris, 44
of Soldotna, was arrested on two counts of Assault in the fourth degree
Domestic Violence and one count of Criminal Mischief in the fourth
degree Domestic Violence after he was contacted by Alaska State Troopers
conducting a follow up Domestic Violence investigation in the area of
Big Eddy Road in Soldotna. Morris was transported and remanded at the
Wildwood pre-trial facility without bail.

Text: On 05-16-09, at approximately 2230 hours, Jason Michael Bailey,
age 33 of Homer, was contacted by Alaska State Troopers at the East End
Road Forestry Checkpoint and was subsequently arrested by Alaska State
Troopers for Felony DUI and driving without liability insurance.
Bailey, who has two prior DUI convictions within ten years, was remanded
at the Homer jail without bail.

Text: On 05-06-09 AST responded to 3.75 mile K-Beach Rd for the report
of a single motorcycle crash with injuries. Investigation revealed that
Earl McKibbon, 49 of Kenai, lost control of his motorcycle while braking
for a slower moving motorcycle in front of him. McKibbon was transported
to CPH with leg injuries. The motorcycle suffered minor damage and was
ridden from the scene. No citations were issued.

Text: On 5/14/09, Jose Rubio 66 YOA of Cordova AK, was cited by the
Alaska Wildlife Troopers, Cordova Post. RUBIO was cited for commercial
fishing on the Copper River Flats aboard the F/V Risky Business
ADF&G#64513. RUBIO didn't have his buoy properly marked with his ADF&G
# as required. RUBIO's arraignment date was set for 5/27/09 in the
District Court of Cordova.

Text: On 5/16/09 AWT Troopers contacted Christopher Ray Cork 33 yoa of
Wasilla black bear hunting in the Lake George area south of the Knik
Glacier. Investigation revealed Christopher Cork had established a bait
site placing dog food near his camp site to attract black bears. Cork
had a permit to establish a bait site in GMU 14A but was hunting in GMU
14C where it is prohibited. The illegal bait site was located and
cleaned up. Cork was cited for Unlawful Methods and Means court date set
for July 9th in Palmer District Court.

Type: Unlawful Methods and Means/False Statement on Sport License
Application
Text: On 5/16/09 AWT Troopers contacted Brendan Ray Carpenter, 40 yoa of
Anchorage, and Sean Allen Carpenter, 44 yoa of Wasilla black bear
hunting in the Upper Lake George area. Investigation revealed Brendan
and Sean had flown in molasses and dog food along with their
camping/hunting gear to use as bait to attract black bears. The illegal
bait site was located and cleaned up. Brendan and Sean Carpenter were
cited for Unlawful Methods and Means court date set for June 25th in
Palmer District Court. Brendan Carpenter was also cited for making a
false statement on a sport license application for purchasing a resident
Class 5A license when he did not qualify, bail set at $310.

day. Arraignment will be on 5/17/09 in the District Court of Valdez.

Type: MICS VI, Misdemeanor Alcohol Importation, Transport by Common
Carrier

Text: On 05-18-09 at approximately 1110 hours, Alaska State Troopers
with the Western Alaska Alcohol and Narcotics Team in Kotzebue contacted
Reginald Sage JR, age 28, of Point Hope, at a local air carrier in
Kotzebue. An investigation determined Sage had traveled from Anchorage
and was enroute to Point Hope, a dry local option community. Sage was
traveling with 3 liters of distilled spirits, and 263.2 grams of
marijuana. Charges of MICS IV, Misdemeanor Alcohol Importation, and
Alcohol Transport by Common Carrier are being forwarded to the District
Attorneys Office for prosecution.

Text: On 5/17/2009 at approximately 1252 hours, AST was notified of a
body found in a vehicle at mile 16.5 of the Kenai Spur Highway. AST
responded. The body was sent to the State Medical Examiner's office for
positive identification and an autopsy. Franklin Bassette, 52 of Kenai,
was arrested by investigators with the Alaska Bureau of Investigation
and remanded to Wildwood Pretrial Facility on a no bail status. Bassette
is charged with Murder and Tampering with Physical Evidence.

AK Bureau of Highway Patrol

Case number: 09-39918

Type: DUI / Watercraft

Text: On 5/17/09 at approximately 2228 hours, a member of the AST Bureau
of Highway Patrol, South Central team, responded to the report of a
capsized boat in Seymour Lake near Wasilla. Investigation determined
Dennis Vincent, age 62 of Wasilla was operating his motorized aluminum
Jon-boat on Seymour Lake when it capsized. Vincent was in the water for
approximately 15 minutes and swam to shore. Subsequent investigation
determined Vincent had operated his motorized boat under the influence
of alcohol. Vincent was placed under arrest for DUI and transported to
the Mat-Su Pre-trial facility where bail was set at $500.

Type: DWLR, MOCA, MCA, Violating Conditions of Release
Text: On 5/17/09 at approximately 2218 hours the AST Bureau of Highway
Patrol, South Central Team stopped a vehicle near the intersection of
Ruth Dr. and Seward Meridian Parkway in Wasilla in response to a REDDI
report and a moving violation. The operator was identified as Jesus S.
Gephart, age 19, of Anchorage. Gephart was found to be operating the
vehicle on a revoked driver's license and after having consumed alcohol.
Jesus Gephart was arrested for DWLR, Minor Operating After Consuming
Alcohol, and Minor Consuming Alcohol. Jesus Gephart was remanded to the
Mat-Su Pretrial Facility where he was held until sober. A passenger in
the vehicle was identified as Louie A. Gephart, age 23, of Anchorage.
Louie Gephart was found to have been consuming alcohol in violation of
his conditions of release. Louie Gephart was arrested and remanded to
the Mat-Su Pretrial Facility where he was held pending arraignment.

Type: DUI.
Text: On 5-17-09 at 2159 hrs, the AST Northern Bureau of Highway Patrol
stopped a late model SUV that was observed driving down the middle of
the roadway. The driver was identified as Donna L. McKinney, age 49 of
Fairbanks. Investigation revealed McKinney was Driving Under the
Influence of Alcohol. Further investigation revealed McKinney was
driving on a revoked OL. McKinney was arrested and transported to FCC
