There's probable cause to believe House Speaker John Harris broke state ethics law with a press release calling on Ben Stevens to resign from the Republican National Committee.
That's the word from the Select Committee on Legislative Ethics.The committee basically said Harris was doing Republican party activity.
"Representative Harris used state resources (staff, equipment and legislative letterhead), to prepare and issue a press release focused solely on partisan political activity," said the ethics committee report that was released this afternoon.
The committee looked into it after receiving a confidential complaint in September.
The ethics report said Harris implemented policies in his legislative office after the complaint to make sure it doesn't happen again. In light of that, the ethics committee said no corrective action needed to be taken against the House speaker.
Harris, a Republican from Valdez, was in Mexico on vacation Thursday and couldn't be reached.
Harris issued the press release on Sept. 19. It was headlined "Speaker Calls on Ben Stevens to Resign National Committeeman Position."
Stevens, former president of the state Senate and the son of U.S. Sen. Ted Stevens, holds the position of national committeeman for the Alaska Republican Party. That gives him a seat on the Republican National Committee, composed of one man and one woman from each of the 50 states. The committee determines the party's position on issues and formulates the party platform, among other duties.
Stevens is under federal investigation and two executives of the oilfield services company Veco have testified that they bribed him. Stevens has not been charged and has denied engaging in any illegal activity.

On the same day that Speaker Harris called for Ben Stevens to resign, Governor Sarah Palin did exactly the same thing. Was it a coincidence?

Harris didn't get busted simply for calling on Stevens to resign. He got busted for doing it on the state's dime:
"Representative Harris used state resources (staff, equipment and legislative letterhead), to prepare and issue a press release focused solely on partisan political activity," said the ethics committee report that was released this afternoon.
Palin just verbally stated her opinion about Stevens -- something she has a right to do.

What's good for the goose is good for the gander
September 19th (and 18th) were work days. The governor's comments were made during the workday, thus also "on the state's dime."
Since she is the one who claims to be more ethical than anyone else, and called for both executive branch and legislative branch reform, she is the one who should be setting a shining example for all to see.
If what John Harris did was a breach of legislative ethics, then surely Palin doing the exact same thing should be a breach of executive branch ethics.
It's that simple.

Elected and appointed officials
don't have a defined "work day" as classified or partially exempt employees do, even those who are overtime inegible. The key to ethics issues for them is if they used public resources or if their action required the use of knowledge not available to the public.

what was the partisan activity? He was clearly calling for ben to live up to moral standards and that qualifies him for a finding that he has done something wrong.
Perhaps sean or kyle can explain the reasoning after some good reporting journaism. I would love to hear it.

Maybe that's a good plan at least for the Northern Fund, but I don't think it works that way. Shame that the bad apples can ruin the whole barrel. I can talk to the other congressmen, but Ted's programs are causing too much controversy, even the PSC has detractors, for good reasons.
PSC's quite a porkfest with people like you appointed, and when it misses it's primary goals and objectives in favor of self dealing is a shame for those with bonafide concern. ( No that's not aimed at you exclusively.) Congress will have to look harder before the next dollar is spent.
It's just that they should get more better answers than "We don't trust Alaska" from their partners in the cooperative agreement.

BTW, the first 3 years I was pres of UFA, i was a nonresident and a 100% volunteer. The last 4 years, ending June 30, 2007 I was a resident of Juneau and still am. And also BTW, I stepped down. Ask anyone on the UFA board. The votes were never close in any of those 7 years.
as for Ben, we did great things together on certain issues like the AFMB. And if you don't think that Ben and Trev's firm, Advance North, did great work and produced work product, then check out the papers and see our last piece of the buyback that just passed Congress this week. Yes, my friend, we have a buyback. The first ever, state waters with the NMFS program. First ever. And we still hire Trevor and will continue to do so. We'd still have had Ben involved if we had our way but he got too busy. It was his choice to leave, not ours.
Ben and I have never been to each others homes, so we weren't as close as you and your AK report buddies would like to believe, but that being said, Ben Stevens was the best Anchorage Senator we've ever had for commercial fishing in Alaska while he was there. Even Loren Leman and other great Anchorage area Senators would tell you that. Ben Stevens picked up the mantle that the late great Drew Skalzi began running with and did a tremendous amount of work and put a tremendous amount of his time into turning around the salmon industry.
And it worked. Obviously you don't fish or you'd be busy vacationing or setting up your 401k with the great season you had. Not alot of misses this summer in Alaska salmon and the pink price is almost at a quarter. When Ben got involved in helping the industry it was 8 cents. Triple the price.
I don't know the Oil stuff, but if it's anything like the fishing political business that I was involved with Ben in, like the buyback or the AFMB, then there is no fire behind all this smoke. One time Ben stiffed us on his vote on SB318, the great Seekins effort to establish personal use as a priority over commercial, but other than that he did great work on a broadbased scale for all fishermen.

Insofar as the PSC, try to run back in your small mind to a year like 1999 and figure out how we got from the breakdown in 1993 to 1999 and got a 10 year arrangement without the teamwork of the great folk there, Jev Shelton, Deb Lyons, Jim Bacon, John Peckham, Arnold Enge, Commissioner David Benton, as well as other ADFG folk like Phil Doherty, Will Bergman, Dave Gaudet, Scott MacPherson, Andy MacGregor, Scott Kelley, Glen Oliver, Ben Van Allen , just to name a few. And I was there with them.
And I'm still there now. And although I am a bit loud and boisterous, there are few folk alive and active in the process who understand the non-Chinook issues like I do. Ask someone.
We have been the responsible stewards of the Pacific Coast Salmon resource and the proof is in the abundant and healthy stocks that we harvest.
We'll have another 10 year arrangement soon, we hope.

The day that there is a better person in any capacity I serve in, both voluntarily-- not many of those anymore-- or with my constituents or clients, I consistently maintain that when that day comes that whatever group I am with should throw me out or hand me my walking papers.
I've got a great family with 4 lovely children and I have precious little time to spend with a 76 year old father who has had Parkinson's disease for 30 years so I have lots of things to do besides work on commfish issues.
But for now, not one of the dozen clients I have are calling for me to resign. Not one.

The day someone can do better what I do is the day I'm outta here. You may not have paid much attention to my personal life but if you had you'd know that I really don't need to have a job right now, or even fish for that matter, but it's just that I like what I do and don't see a replacement on the near horizon.
