Every year scores of fishermen net millions of migrating salmon, challenge the icy Bering Sea to trap king crabs, lay miles and miles of baited hooks for halibut, and scoop up enough pollock for a zillion fish sticks. And when fishermen aren't out fishing, they're usually talking about fishing. That's what this blog by Wesley Loy has been all about for the two years he has written it.

Many industry players expect the state to push soon for changes to “crab rationalization,” the sweeping overhaul of Bering Sea and Aleutian Islands crab fishery management that began in 2005 and continues to churn controversy.

Daniel Bromley, a University of Wisconsin economist and fish policy philosopher, could have considerable influence in whatever is proposed.

Bromley’s fairly revolutionary ideas evidently are of keen interest to officials in Alaska, whose governor controls five of the 11 seats on the North Pacific Fishery Management Council.

The state awarded Bromley a $25,000 contract in April 2006 to provide “periodic, confidential policy advice” to the Alaska’s fish and game commissioner. The contract was extended through this month for another $25,000.

As you might have noticed, the prevailing wind of U.S. fisheries management, especially in the Pacific, is chopping up or “rationing” open fisheries into quotas – individual catching rights for fishermen and, in the case of Alaska crab, purchasing rights for processing companies.

The Bush administration has endorsed individual fishing quotas – what it calls “dedicated access privileges” – and the North Pacific Council is in the vanguard on creating such schemes.

Alaska fisheries to be converted so far to individual quotas, or something similar, include halibut, sablefish, pollock, rockfish, and king and snow crab.

The goal of individual quotas, of course, is healthy fish stocks and healthy fleets.

But each fishery conversion spawned a storm of controversy.

When Alaska’s wild crab derbies went to individual quotas in 2005, many were uncomfortable that processors had won unprecedented rights to buy what fishermen catch. And many were shocked at how drastically the crab fleets consolidated, putting hundreds of crewmen out of work.

These are some of the concerns state officials no doubt are pondering.

From a broader perspective, we know that creating quotas means creating wealth and at least the perception of winners and losers.

Bromley sees considerable injustice in this trend.

For one thing, the government is giving away rights to the people’s fish, in perpetuity, prompting fishermen and other industry participants to engage in a “quite embarrassing scramble for free income and wealth,” according to one of Bromley’s recent academic papers.

He calls for auctioning catch rights for periods of, say, five or 10 years. He also suggests allowing communities to control some quota, and giving conservation groups the chance to buy quota.

These and other ideas Bromley espouses are naturally disturbing to some in Alaska’s industry, who have taken out loans or built business plans based on rights they already were awarded, or bought on the open market, to catch halibut or what have you.

Vessel owners always worry existing quota-based fisheries could be undone. And they wonder what the rules will be if future fisheries such as Gulf of Alaska bottom fish are rationalized.

Yikes... Subversive Rationalization

(not democratic rationalization) is what's happening. Only when we see an 'economist' fnally include Abusive Transfer Pricing, industry-specific tweakings on comparative advantages, etc. that distort the Conduct of Trade, plus the subsequent (round two government intervention) distortions caused by Competent Authority interludes will we want to sing the tune.

In other words, the real fish price world has problems caused by massive corruption within global seafood companies, and law enforcement is the first and most essential solution.

... but pray that Hillary's house of nerds doesn't try to take control. Although, under the current regime, a national fish price may be an excellent idea - or floor prices to fleets - after the discrimatory taxes of welfare CDQs are erased first.

Humpty Dumpty already fell. And he was pushed...

But, yes, the takings can be overturned and future profit streams can be redirected. We'll see if we can't help get you there.

You don't want to "distort the conduct of trade" but you do want to establish a "national fish price" and a "floor price for fleets"... decide if you are an andvocate for communsim or a proponent of free markets, Steve cause right now you are tripping over your own inconsistencies.

Professor Bromley is one of the leading progressive philosophers/economists in the world. He alone developed Volitional Pragmatism, which arguably renders the classical “market“ economics, which justified the giveaways in the first place, as obsolete as photographic film. Bromley grounds his progressive theory on the work of intellectual giants such as Aristotle, Nietzsche, Veblen and Wittgenstein. In contrast, the “theories” of the Alaskan “economists” that have been involved seem based on clichés slung by the yokel crab fishermen on “The Deadliest Catch.” Alaskans should be grateful that Bromley is willing to apply his intellect to a problem that must seem trivial to a man of his stature.

It is sad but true that Alaska does not now, and never will, have the quantity or quality of intellectual resources to responsibly manage its natural resources. When a Democrat is elected President next year, she will ensure that we the American people will decide what (if anything) can be caught, who will do the catching, and what we the American people will charge for the privilege of utilizing our resources. Get used to it Alaska, Bromley is just the tip of a very big spear heading your way. Salmon, halibut, groundfish and shellfish (as well as a lot of oil) will all soon be returned to their rightful owners, the American people.

berkley, dude!

Prof. Bromley is a smart and intellectually relevant guy with a stimulating theory and respected writings.

So do share with us the jurisdictions where volitional pragmatism is in practice and how it's working so far. While basing your theories on intellectual giants is heady stuff and great for coffee house chat, Marxism/Lenninism (based on your giants) illustrates there is some diffulty in the practical application, in a human world, of the theories of such giants.

You point out that Prof. Bromley "is willing to apply his intellect to a problem that must seem trivial to a man of his stature." Well market economics does seem to hold some special place in his heart as the willingnes of which you speak was nicely greased by two contracts for $25,000 each. That's fifty grand dude! Volitionally pragmatize that!

Setting aside your insult regarding the intellectual incapacity of all Alaskans, your ignorant comment about management of natural resources can't be left to stand. Alaskans manage their resources as well or better than anyone anywhere. Give us an example, if you have one. You are probably confusing resource management with management methods that you find disagreeable. Informing yourself as an alternative to cutting and pasting the opinions/work of others is an option you might consider.

Now, for exercise, put one hand on your head and one hand on your butt. Hang on tight and oncentrate on keeping your hands apart.

I thought Alaska elected a Republican Governor?

As a former resident of the Socialist Republic of Alaska, I am always interested when State officials seek the advice of 'Outsiders' to help them resolve complex issues while consistently complaining about the outsourcing of Alaskan jobs and resources. Perhaps Mr. Bromley should move to Alaska and set up shop. Additionally, perhaps the State could hire a capitalist to balance the socialist point of view. Just a thought.

Geez, anyone who has read Prof. Bromley's homepage (www.aae.wisc.edu/dbromley) will notice right off that you just pretty much lifted your statements directly from there...

Taking sole credit for Volitional Pragmatism seems to be another way of saying "I dreamed up something new and although it is not widely supported nor ever implemented anywhere else I want to make Alaska a test case please".

I can lift stuff straight off his page too. Here is what Prof Bromley says: "Institutional incoherence refers to a situation in which the legal foundations of economic transactions are degraded and dysfunctional."

So on the one hand we have almost everyone else in the world saying that Alaska's fisheries policies are the most progressive (and yes we also address things like Alaska rural community development and progressive environmental regulation); and on the other hand we have an Army of One that says we got it all wrong.

Interesting. When is the last time you tried to finance a multi-million dollar vessel and go to sea to harvest America's best managed resources for the benefit of Alaska and the Nation?
