Charlie Swanton Appointed Director of Sport Fish for the Alaska Department of Fish and Game
JUNEAU – Commissioner Denby Lloyd today announced the appointment of Charlie Swanton as director of the Division of Sport Fish for the Alaska Department of Fish and Game (ADF&G). Currently, Swanton is the Southeast Regional supervisor for Sport Fish with the department.
“Charlie brings a wide range of experience and knowledge to the director’s job,” said Commissioner Lloyd in announcing the appointment. “He has worked all over Alaska, and he’s dedicated and enthusiastic about creating sport fishing opportunities for all Alaskans.”
Swanton earned degrees from the University of Alaska Fairbanks and the University of Washington. He began his career with ADF&G in various research positions with the Division of Commercial Fisheries, but more recently has been the regional management supervisor and Southeast Regional Supervisor with the Division of Sport Fish. Charlie’s career has given him exposure to fisheries in the Chignik and Kodiak areas, throughout the broad Arctic-Yukon-Kuskokwim region based out of Fairbanks, and in Southeast Alaska.
“I’m extremely pleased that Charlie agreed to bring his skills and intelligence to this important position,” Lloyd said. Swanton’s first official day as Sport Fish Director will be Aug. 13.
Swanton replaces outgoing Sport Fish Director Kelly Hepler, who served in that role for seven years. Hepler leaves the job after a distinguished 28-year career at ADF&G.
The Division of Sport Fish is responsible for fisheries stock assessment and management, development of public access for sport fishing and boating, hatcheries, and planning, information and education services. The division employs more than 400 full-time and seasonal employees and has an annual budget of more than $40 million.

General fund and user fees
It is most ironic that most of the $40 million operating budget for sportfishing division - which basically regulates the general public use of a public resource - comes from users fees (private) assessed on the general public, over and above any general fund (public) monies; whereas most of the operating budget for commercial fisheries division - which basically regulates a commercial industry (private) use a public resource - comes significantly from general fund monies (public).
It makes $en$e to $upport public use of a public resource with private monies and private use of public resource with public monies.

Fish taxes and the general fund
The commercial industry pays fisheries business tax to the state for fish processed in Alaska (3 % on gross value for land based processors and 5 % for floaters), and a fisheries resource tax (3%) for fish processed elsewhere.
This money goes into the general fund, and is always more than the budget ADFG receives to manage the commercial resource. The FY08 general fund budget for ADFG commercial fisheries is $27 million. The commercial industry paid in $42 million ($32 million in fisheries business tax and $10 million in resource landing tax) in FY06 (last report available on the Dept. of Revenue website).
Unlike the federal taxes on sport fish gear that is dedicated to sport fish management, the state commercial fish tax money cannot be dedicated to paying ADFG Commercial Fisheries directly to manage the resource by the state constitution. So the industry is paying, just not directly.

It might also be pointed out that the hatcheries in places like Main Bay, which produce millions of salmon that sport fishermen are free to come catch, are also paid for by commercial fishermen.

I believe the fish carry a bit more of the financial load than the fishermen in the form of the hatchery's cost recovery harvesting, from a common property resource I might add. The enhancement tax couldn't begin to cover the cost of Main Bay or the other State built hatcheries that were rather generously handed over to PWSAC.

PWSAC paid millions of greenbacks for State hatcheries

PWSAC paid plenty of money to become the operator of these hatcheries. If PWSAC had not stepped up to the plate in regard to the Main Bay, Cannery Creek & Gulkana hatcheries, then they potentially could have been mothballed.

Bobby, there's more than one way to attack other commfish guys. One of them would be to make secret deals that benefit yourself at the cost to other fishermen. You seem to like to practice that one. I'd call that the weasle approach.
The only guys I've ever seen James attack are guys using that approach, trying to use the political system to their advantage to gain something by taking away from other hard working fishermen. That's the bulldog approach.
The difference between you two is that James is upfront and out in the open about voicing his displeasure and at times that hurts feelings. The only upfront thing about you is the stuff you think will grease the wheels for the backroom dealings.
I have nothing but respect for James' integrety. As for your own, you have none.
