The real cost of driving

The I.M. program is a relatively cheap alternative to other more stringent pollution measures. At $30 per year ($60 every other year) the cost of emissions per mile translates to approximately $0.003 (assuming 10,000 miles per year driven). This a small price to pay for the right to pollute and make no mistake, though there have been improvements over the last 30 years, internal combustion engines still pollute. For comparison, the E.P.A. estimates auto pollution (air and water) to cost about $.03 cents per mile (rural and urban averaged). At this rate the REAL cost of your emissions would be $300.00 annually. Polluting the public commons (air and water) is not free so the question becomes what price do you want to pay ? The answer seems rather obvious to me.

I guess no one wants a recall, someone says they want a recall, but no one wants to sign the recall petition paperwork to get the ball rolling. just like some people here in Anchorage, all talk and no action.

Assembly I/M 6 recall petition

I have the first part paperwork for the recall. I need a co-sponsor, ten registered voter names, mailing adress, etc. Then this gets handed into the MOA legal to "approve" the recall petition drive. After that is it ok, I need to get lots of voter information for the petition.

Wow!

Best political move so far this campaign!

This forces the boy mayor to do something decisive as the primary looms!

No matter whether or not he vetoes he's going to please some folks and convince others that he really is an extreme Liberal.

Let's see which group he feels will give him the most votes as he seeks to have work after being termed out from The Muni! The decision will have little to do with whether I/M is, of itself, a good idea. Just where the most votes can be mined.

MONEY MONEY MONEY !

Are they Ridiculous???? We have bad air quality...? We have some of the best air in the nation! Look around, if I am not right then why do we have moss and lichen growing everywhere around alaska? Including anchorage and eagle river. Look it up, Studies prove that it is a pollution indicator, It only grows where the Air quality is pure. It's just a huge revenue for the municipality.. And another thing, 600,000 people in the whole state? That compared to Millions in cities in other states. We have the same I/M system they use in the state of california, I am highly doubtful that we have pollution at the magnitude they do.... A word of advise : Don't fall for their scams, Focus on more pressing issues like ocean pollutants, being greener, Recycling, Sanitization, Maybe more hydro, solar, or air energy... but one thing it most definitely is, it's mine. I earned it. I resent someone forcing me to give it up, especially for a program of negligible value.

The response of "you can afford it" is not a relevant response. It is the same response that folks give when they talk about oil taxes, "they make a lot, they should give it to us."

If that is your response, turn the argument around. If I come up to you on the street and can prove that you earn more than I do, does that give me the right to demand money because you have more than me. That's right, it isn't panhandling, those folks ask. I said demand, as in make mandatory. Like muggers do.

this just goes to show everyone that our so called assembly is full of power hungry morons that want to tell you how to live your life, as a shop owner and life long mechanic I KNOW THAT THE IM PROGRAM DID WHAT IT WAS SUPPOSED TO BACK IN THE EIGHTIES AND EARLY NINETIES, with the introduction of fuel injection, 99% of all vehicles produced since do not need an im test. this now is an issue of some of our assembly members abusing the power that was bestowed upon them. I DONT WANT OR NEED SOME MORON SITTING AT A DESK TELLING ME THAT I NEED SOMETHING THAT I DAMN WELL KNOW THAT I DONT. ASK ANY OF THE MORONS THAT VOTED TO KEEP THE IM PROGRAM TO DESCRIBE A MULTI PORT FUEL INJECTION SYSTEM AND THE BENEFIT OF CLEANER AIR WE ENJOY FROM IT.I DOUBT THAN EVEN ONE OF THEM CAN, ALL OF YOU PEOPLE OUT THERE THAT ALLOW THE ASSEMBLY TO DECIDE HOW YOU LIVE AND DIE OBVIOUSLY HAVE NO CLUE AS TO WHAT "FREEDOM" REALLY IS. # Petition Application:
1. Provide a Primary sponsor and an Alternate petition sponsor.
2. Prepare petition language.
3. Collect signatures of 10 qualified municipal voters who agree to act as sponsors.
4. Submit petition application to the Municipal Clerk.

# Petition Application Review:
1. Municipal Attorney reviews petition language for legal sufficiency, or lack thereof.
2. Municipal Clerk verifies the sponsors are qualified municipal voters.
3. Petition Primary sponsor is notified if petition application is certified.
4. If petition application is not certified, Primary sponsor is notified and provided with the Municipal Attorney's memorandum.

Petition Circulation:
1. Municipal Clerk prepares master form to be used to gather signatures. The Municipal Clerk shall not be responsible for reproducing copies of the master form.
2. Petition sponsors circulate petition. Petition signatures must be secured within 90 days from the date of first actual circulation.
3. Petition Primary sponsor submits petition signatures to Municipal Clerk.
4. Municipal Clerk verifies the signatures to determine if signers are qualified municipal voters.
5. Primary sponsor is notified if the petition meets the number of qualified municipal voters, or lack thereof.
6. If there are insufficient signatures to certify the petition, the sponsors will have 10 days from the date the Municipal Clerk mails the notification to the Primary sponsor to provide the Municipal Clerk with clear and convincing evidence that signatures not counted were in fact signatures of qualified voters.

If you look any were I have ever posted I am always 4 square against most any "conservative" argument I encounter and I had no idea this was a liberal vs conservative argument. I do find it another power grab by government an un needed un wanted visit upon us by big brother. I'll bet the pro IM crowd here are the same bunch of ski nazis that so like to throw their weight around along with the no smoking in bars crowed. All you self professed greenies, friends of the earth should remember that one of the founders of Greenpeace quit in disgust because of people like you. And further more just because it's a hoopty doesn't mean it belches smoke I just put a new motor in mine and it blows cleaner than most new cars. Diesels are..

worse yet. Watch the black soot come out the exhaust with the cranked up injectors. If we want clean air, they have to be tested too. If not, they its not fair taxation. They get breaks that gasoline vehicles and hybrids don't get. AND....if its an IM Test, then they have to put the probe in the exhaust or they really don't know if its clean or not. 1996 and newer cars are OBD II systemed and if the computer says they show NO CODES, then the vehicle passes, even if the tailpipe output would of been too high. They don't probe the exhaust after 96, so A car or truck can run rich, and not show up in the codes, and without the probe, doesn't give a true reading. Anyone with a scanner can reset their codes and pass the test 99% of the time.

Wrong wrong wrong

Diesels exhaust emissions do not contribute to the formation of photochemical smog and therefore are exempt from testing.There is no way to scam past the I/M test on a 96 and newer OBDII emission system. Your info is incorrect and you are mistaken. The system is highly sophisticated and will even catch intermittent problems. Clear your codes and you still wont pass due to unset readiness monitors.

Yes you can

I was a tech for testing for 6 years, and believe me you can. If the computer does not reset the code, and usually will not immediately, the machine will not catch it. I have seen it done numerous times. My teacher showed my class how it could be done and it works. Check again. The machine only reads what its programmed to read. If it gets a false read, it will throw a flag. If it clears the code, it will pass. The code may not reset until numerous miles or an gets a signal that trips. Still, diesels do pollute. Ask asthma people or others with lung problems. Diesels irritate more than you might think. Just because you don't have certain chemicals, they still pollute. What's in those big black clouds that they spew when they start off. How about using mechanical governors? Oversized injectors in Cummins and GM's. Powerstrokes? They all can, and a lot are, being modified for more power and more pollution in the name of more "power". Check out the
ALA. I hear then talk about gasoline pollutants, and not diesel. You go to their site and they blast diesel. Hmmm. See for yourself.

This is what happens when you vote in liberals. Traini is out and Elvi is in- I guess when you have a degree in fashion you know lots about looking good and getting voted for!
The city's bus system is a joke! How many parents are sitting out there in the winter with kids, freezing cold? How about enclosing some of those things!!
How much is spent on stupid programs that don't help the people that need it the most?

How about solutions to our Oil Recession! Why tax people who dislike fueling the economy every 6 years with buying vehicles, the loans for those vehicle, and paying the overhead on big business.

How 'bout heated bus cubies instead? How 'bout fixing the bus system so that more people might ride them instead? At this point, to get 3 miles from a point East Tudor to a point on Old Seward you would have to walk a mile on unplowed sidewalks in the winter, wait for the bus in unheated cubies, that is, IF there were a bus that actually fit a good schedule, and take three way out of the way transfers to a point three blocks from your destination, when it could be a straight shot and a fifteen minute ride if the transit system were better. Doesn't make much sense to the assembly to spend money on THAT since they are all about making downtown look good for the tourists. Why waste money on the residents when you can waste it on visitors that don't see the rest of Anchorage?

When did it become the council's job to protect us from pollution? Could they also do our laundry or make lunch for us? Hearing that spokeswoman from the ALA chirp about "non-compliance" was ridiculous. Thank you for your concern, Comrade Bukharin, but I'd rather keep my $30 I/M fee and pay the extra $1 per year in property taxes

I've never met a government that passed an opportunity to fleece its citizens. This program is a prime example of big government sticking its hands deep into the pockets of people who have the least say. What's worse, a recall election would benefit this town tremendously, but the people won't do it out of fear that they might get something worse. There is nothing worse than a government that does exactly the opposite of what its people support.
